<br /> MINUTES <br /> CITY COUNCIL <br /> <br /> JANUARY 25, 2010 <br /> the north. The pavement could then be narrowed down as the street moves <br /> south to eliminate sidewalk impact. <br /> A resident of Parkview Court Townhomes expressed concern that the <br /> townhomes are being assessed as commercial property. The City <br /> Administrator indicated that this has to do with the density of the <br /> townhome development and not with zoning classification. The City <br /> Engineer indicated that the proposal is to assess the common property for <br /> the townhome complex's frontage along Jackson Street. A townhome <br /> resident indicated that only about 1/3 of the 22 townhomes actually front <br /> on Jackson Street, noting that the other 2/3rds do not utilize Jackson <br /> Street. The City Administrator reported that the assessment proposal is <br /> consistent with how other townhome complexes have been treated. The <br /> Administrator did acknowledge that the Parkview Court townhome <br /> complex may he a little more unique in that many of the townhomes do <br /> not have access nor would utilize Jackson Street. He pointed out that the <br /> assessment proposal is based on the City's Assessment Policy, and <br /> suggested the need for further analysis of the assessment relative to the <br /> townhomes. <br /> Blesener agreed that this is the only townhome complex where not all of <br /> the units have access to the street that is being improved. Blesener felt <br /> that the Assessment Policy should be reviewed and some adjustment may <br /> be warranted for this situation. <br /> One townhome resident indicated that the Improvement Hearing Notice is <br /> the first one that the residents received about the improvement. She felt <br /> there was a glitch in communications about the pending improvement. <br /> The City Administrator noted that the only other meeting that was held <br /> was a neighborhood meeting conducted by City staff to gather <br /> neighborhood input about the improvement. The Parkview Court <br /> Townhomes owners and management company were sent notices about <br /> the neighborhood meeting. One Parkview Court owner indicated that she <br /> did receive the notice but assumed that since it was relative to the <br /> improvement of Jackson Street that it would not involve her property. The <br /> City Administrator pointed out that tonight's Improvement Hearing starts <br /> the official process, and again the neighborhood meeting was an informal <br /> meeting held by City staff to gather iufonnation. <br /> A resident of the townhomes stated that he was surprised that townhome <br /> common area could be assessed for the improvement of Jackson Street. <br /> The resident asked if the Council knew where Parkview Court was and the <br /> fact that 2/3rds of the townhomes did not access Jackson Street. Blesener <br /> replied that the Council is familiar with the area, and understands the <br /> questions and concerns that the townhome owners have. <br /> 3 <br /> <br />
