<br /> VII. PROPOSED IMPROVEMENTS <br /> The Rice Street/TH 36 interchange will be reconstructed as an offset single point <br /> interchange. Rice Street will be constructed as a 4-lane roadway with divided median <br /> and sidewalks on both sides of the street. Turn lanes will be provided at major <br /> intersections. An exhibit of the proposed improvements is shown in Appendix A. <br /> To accommodate traffic from the newly constructed St. Jude Facility, an additional left <br /> turn lane will be constructed from westbound County Road B2 to southbound Rice Street <br /> at the intersection of County Road B2 and Rice Street. The City's acquisition of the <br /> Wonder Bread Store sites will allow the addition of the second left turn lane by moving <br /> the westbound thru lane and right turn lane farther to the north. The additional right-of- <br /> way will also allow separation of the street and the sidewalk to allow for snow storage. <br /> VIII. RIGHT-OF-WAY & EASEMENTS <br /> There are 29 parcels along the corridor that will be affected by either partial or full <br /> takings as a result of the project. The parcels affected within the City of Little Canada <br /> include a full taking of the two lots consisting of the Wonder Bread Bakery site north of <br /> County Road B2. The City is currently in discussions with the property owners regarding <br /> this acquisition. Partial takings for an additional 10 feet of new street right-of-way on Lot <br /> 2 Block 1 of the Melancon Plat (vacant City lot) and 2260 Rice Street (the McDonald's <br /> site), a small triangle taking on 70 County Road 62 (Metro School District 916) for <br /> intersection improvements, and a strip taking of varying width on the Terrace Homes <br /> Mobile Park site along Rice Street for street widening. Excluding the full taking of the <br /> Wonder Bread Bakery Sites, the impacts should not substantially affect any of the <br /> properties. <br /> In addition to the permanent right-of-way acquisitions, waivers of trespass or temporary <br /> construction easements will need to be acquired on all nearly all the properties within the <br /> project corridor to accommodate construction in and around the right-of-way. These <br /> waivers of trespass or temporary construction easements will only be necessary for the <br /> actual construction of the project and will terminate upon its completion. <br /> IX. PERMITS <br /> As stated previously the lead agency for the project is Ramsey County and they will be <br /> responsible for obtaining all necessary permits and approvals prior to project start up. <br /> Some of those permits will include a National Pollutant Discharge Elimination System <br /> (NPDES) permit from the MPCA due to the disturbance size of more than one acre of <br /> land, a permit from the Ramsey Washington Metro Watershed District, a permit from the <br /> Minnesota Department of Health (Mn/DOH) for the installation of watermain, and any <br /> other permits required by federal, state, or local agencies based on the construction <br /> methods and impacts. <br /> X. ESTIMATED PROJECT COSTS <br /> The County has estimated the project costs at $26.97 million dollars.
