<br /> MINUTES <br /> CITY COUNCIL <br /> <br /> FEBRUARY 10, 2010 <br /> realistic schedule needs to be established, and then a budget set to <br /> correspond with the replacement schedule. <br /> The City Administrator indicated that he would work with the Fire Chief <br /> on the action plan for the Fire Truck Replacement Funding Plan goal. <br /> This will then be brought back to the Council for review and adoption. <br /> ICeis noted that the City may have more information on the impact of the <br /> State's budget crisis on the City. There was additional discussion of the <br /> potential negative impacts to the City. <br /> SHERMAN The City Administrator reported that Sherman Associates has indicated <br /> DEVELOMENT that Tires Plus is interested in the site just east of Culvers. The City <br /> UPllATE Adminisriator reviewed a potential layout of a Tires Plus store on this site <br /> noting that the proposed building would include ten overhead garage <br /> doors. The Council discussed this concept, noting the potential for <br /> outdoor storage generated from this type of use. It was the consensus of <br /> the Council that a use of this type was not appropriate for this property and <br /> the immediate surrounding area. It was also noted that the PUD Zoning <br /> District prohibits auto repair major and minor. <br /> The City Administrator then presented a diagram of the potential <br /> redevelopment area north of 2940 Rice Street. On that diagram the <br /> Administrator depicted access to the area via a cul-de-sac that would run <br /> east from Rice Street between 2900 and 2940 Rice Street and then turn <br /> north into the redevelopment area. The Administrator suggested that a <br /> Tires Plus store may work in this area provided that the overhead doors <br /> face toward the east away from Rice Street. The Administrator suggested <br /> that the redevelopment sites may be available for acquisition. The <br /> Administrator indicated that the City may be able to f nance the <br /> acquisition of these sites via along-term TIF bond issue with minimal <br /> payments on the front end. <br /> There was discussion about the addition of another tire store to the City <br /> given there are already two such businesses. It was the consensus of the <br /> Council that it would not be appropriate for the City to provide assista~~ce <br /> to Tires Plus. McCraw indicated that he would like to see businesses in <br /> the redevelopment area that compliment those in the Market Place <br /> Shopping Center and Hardware hank. Mc<n•aw was concerned about the <br /> outdoor storage that a tire store would generate. <br /> The City Administrator indicated that he would discuss the redevelopment <br /> concept with Sherman Associates. <br /> 4 <br /> <br />
