MINUTES CITY COUNCIL FEBRUARY 10, 2010 realistic schedule needs to be established, and then a budget set to correspond with the replacement schedule. The City Administrator indicated that he would work with the Fire Chief on the action plan for the Fire Truck Replacement Funding Plan goal. This will then be brought back to the Council for review and adoption. ICeis noted that the City may have more information on the impact of the State's budget crisis on the City. There was additional discussion of the potential negative impacts to the City. SHERMAN The City Administrator reported that Sherman Associates has indicated DEVELOMENT that Tires Plus is interested in the site just east of Culvers. The City UPllATE Adminisriator reviewed a potential layout of a Tires Plus store on this site noting that the proposed building would include ten overhead garage doors. The Council discussed this concept, noting the potential for outdoor storage generated from this type of use. It was the consensus of the Council that a use of this type was not appropriate for this property and the immediate surrounding area. It was also noted that the PUD Zoning District prohibits auto repair major and minor. The City Administrator then presented a diagram of the potential redevelopment area north of 2940 Rice Street. On that diagram the Administrator depicted access to the area via a cul-de-sac that would run east from Rice Street between 2900 and 2940 Rice Street and then turn north into the redevelopment area. The Administrator suggested that a Tires Plus store may work in this area provided that the overhead doors face toward the east away from Rice Street. The Administrator suggested that the redevelopment sites may be available for acquisition. The Administrator indicated that the City may be able to f nance the acquisition of these sites via along-term TIF bond issue with minimal payments on the front end. There was discussion about the addition of another tire store to the City given there are already two such businesses. It was the consensus of the Council that it would not be appropriate for the City to provide assista~~ce to Tires Plus. McCraw indicated that he would like to see businesses in the redevelopment area that compliment those in the Market Place Shopping Center and Hardware hank. Mc<n•aw was concerned about the outdoor storage that a tire store would generate. The City Administrator indicated that he would discuss the redevelopment concept with Sherman Associates. 4
