MINUTES
CITY COUNCIL

FEBRUARY 10, 2010
There was additional discussion on the type of users that would be viable
for this redevelopment area. It was mentioned that there is a glut of office
space on the market. The Administrator felt that a user would have to be
one that wants to be in this particular area. The Finance Director
suggested contacting St. Jude Medical to determine if they have any
vendors that would like to be closer to their corporate campus. ICeis also
suggested that high tech users may be interested and pointed out that there
are other large corporate offices in the nearby vicinity that may have
vendors also interested in this area.
Again, the consensus was that Tires Plus was not an acceptable fit for the
property east of Culvers. The Council instructed the City Administrator to
pursue the feasibility of assembling the redevelopment area discussed as
well as discuss potential users with Sherman Associates as well as St. Jude
Medical.
PUBLIC The City Administrator reported that he received a call from the realtor
WORKS representing Roseville Plumbing asking about proceeding with au offer.
GARAGE The Administrator indicated that he has traded messages with the realtor
and would continue to attempt to reach her. There was discussion by the
Council relative to the payment of a realtor's fee if the transaction moves
forward. The Administrator also pointed out the City's appraisal of this
property came in at $420,000 versus the asking price of $500,000. The
Administrator indicated that he would keep working on this potential
acquisition as a potential redevelopment site/Public Works Garage site.
UTILITY The Finance Director reported that the City of Birchwood is interested
BILLING FOR in contracting with Little Canada for utility billing services. The Director
CITY OF pointed out that this is a potential revenue-generator for the City. She
BIRCHWOOD indicated that Birchwood has 365 accounts (about 15% of the number that
Little Canada has). The Director reviewed her report to the Birchwood
City Council which lays out the parameters for air agreement between the
two cities. She indicated that the cost to Birchwood for 2010 would be
$9,100 (which includes initial set-up costs), and then approximately
$5,000 annually for each subsequent year. The Finance Director feh that
this additional work could be taken on by Little Canada staff without
overburdening the staff.
There was some discussion about which city would take utility bill
payments, with the City Administrator expressing some hesitation in Little
Canada taking Birchwood's payments. I-le indicated that he did not want
to take on the responsibility for Birchwood's payments from a financial
liability standpoint unless a good tracking system could be established.
5
