Initially, we felt the Sheriffs Department <br /> would contract directly for this service. I-Iowever, there are some procedural issues involving County <br /> policies that make this very cumbersome, including time limitations for contracted services. As a <br /> result, I volunteered Little Canada to act as the contracting entity. <br /> As the contracting entity, we will make payments to Judge Crump as indicated in this agreement. We <br /> will then be credited back the other jurisdiction's share of the outlay in the yearly reconciliation of our <br /> Sheriff's Law Enforcement Services Agreement. We will be credited for our share of fine revenues <br /> during this process. This arrangement will involve less transactional manipulation on the part of all of <br /> the involved jurisdictions. We are expecting that the monthly outlay nice the Administrative Pine <br /> program is up and running (currently slated for March 1 S`) to be around $200. 'T'hat is based on the <br /> hearing officer spending about four hours per month at a cost of $50 per hour. The minimum charge <br /> will be $100 per hearing day (two hours). By the end of 2010, we will have a good handle on the <br /> administrative fine program and can make any adjustments we feel are necessary. <br /> We also anticipate the retention oPat least one more hearing officer to ensure backup capabilities. We <br /> are in contact with another retired Judge who may be interested. 'Therefore, I anticipate we will be <br /> presenting another agreement in the near future. <br /> The City Attorney has drafted the attached agreement and Judge Crump has also approved it. Therefore <br /> staff recommends approval as presented. <br /> 1 <br /> <br />
