<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> FEBRUARY 10, 2010 <br /> Recreation Association (LCRA) will contribute up to half of the total <br /> project costs estimated at $75,000. The balance would be paid by the <br /> City. There was discussion of where the City's share of the cost could <br /> come from given the limited balance in the 10% Fwrd as well as demands <br /> on the Capital Improvement Fund. <br /> Keis suggested that given the state of the economy and the uncertainty as <br /> to what the State will do relative to unallotments, the City postpone the <br /> improvement at this time. Montour stated that he did not disagree, but <br /> noted the availability of a portion of the cost from LCRA as well as the <br /> City's need to maintain its ii~rastructure, which includes parks and trail <br /> systems. Blesener noted the other parks needs mentioned by the City <br /> Administrator at the workshop meeting, i.e. the trail crossing over the <br /> railroad and trail radius improvements. The Administrator noted that <br /> these two items have been on the CIP listing for some time, but he was not <br /> sure of the priority ranking of the three. McGraw stated that he agreed <br /> with the points raised by both Keis and Montour, and asked if there was <br /> neighborhood support for the half basketball court and if there were plans <br /> to light the basketball court. "I'he City Administrator reported that there <br /> are no plans to light the court. He also indicated that the Parks & <br /> Recreation Commission held two neighborhood meetings to discuss the <br /> park improvements, including the possible addition of the half basketball <br /> court. <br /> Blesener felt that the City could proceed with the improvement and <br /> participate in the cost up to $37,500. Montour stated that he would hate to <br /> see the project not proceed if LCRA participated at an amount something <br /> less than half. Blesener noted that bids on the park improvements could <br /> come in below the $75,000 estimate. If the bids are higher, Blesener <br /> suggested that the City could revisit its participation level as well. <br /> Keis stated that given the uncertainty with the economy and the State's <br /> budget, he felt the project should wait a year. Keis noted the City's good <br /> relationship with LCRA, and felt that they would still participate in project <br /> costs if the project were delayed to 2011. Keis indicated that the City will <br /> eventually be faced with some hard decisions, and felt that this was a <br /> project that could be delayed. <br /> Boss indicated that Thunder Bay Park has high usage and felt a half <br /> basketball court would be a perfect addition for the area. Boss also stated <br /> that the playground equipment has been in need of attention for many <br /> years and felt the City should take advantage of the available funding fi•om <br /> LCRA. <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> 7 <br /> <br />
