<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> FEBRUARY 24, 2010 <br /> MARCO- Rice Street with the relocation of Viking Drive. This parcel is 18,160 <br /> TH36/RICE/ square feet in size and is adjacent to property owned by R. J. Marco. <br /> VIKING DRIVE R. J. Marco is contemplating the development of a 5,000 square foot <br /> PROPERTY retail building on this site, while combining it with some adjacent <br /> property. <br /> The Administrator reported that R. J. Marco is offering $5.50 per square <br /> foot for the property which is $100,000. The Administrator indicated that <br /> the County has the value of the Land estimated at $6.34 per square foot <br /> using an average of the values of land making up this parcel. The <br /> Administrator noted that the City did project land sales associated with the <br /> relocation of Viking Drive and the ultimate redevelopment of the area. <br /> The price proposed is within the parameters the City contemplated. He <br /> noted, however, other than the County's estimate, no other analysis has <br /> been done to determine the appropriateness of the offer. <br /> The City Administrator reviewed the proposed purchase agreement and <br /> indicated that the word "Seller" under RECITALS B. should be changed <br /> to "Buyer". Also under CONTINGENT OBLIGATION the date "April 1, <br /> 2010" should be changed to "June 1, 2010". <br /> The Administrator also noted that the proposed development of this site <br /> may not require zoning approvals; however, architectural review will be <br /> necessary. <br /> Ryan Politz, R. J. Marco, appeared before the Council and reviewed the <br /> development concept they are proposing for the site, a 5,500 square foot <br /> retail center. He reported that they have a Subway as an interested tenant. <br /> There would be two additional retail spaces, but have not finalized tenants <br /> for those spaces. Politz reported that they are working on acquiring some <br /> adjacent property to combine with the City lot. Politz felt it is very likely <br /> that they will be able to obtain that additional land. The City <br /> Administrator noted that the purchase agreement is contingent on R. J. <br /> Marco being able to acquire the adjacent site. <br /> Montour asked if parking requirements will be met. Politz reported that <br /> the site plan meets the City's parking requirements. The Administrator <br /> again noted that architectural review will be necessary. The development <br /> will have to meet the City's Architectural Guidelines for General Business <br /> properties along Rice Street. The Administrator suggested that the <br /> Council provide some input on the proposed site plan. <br /> Montour asked if awnings are allowed under the Architectural Guidelines. <br /> The City Administrator thought that they were. Keis suggested that <br /> architectural elements be added so that the structure does not look like a <br /> typical strip mall.
