<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> FEBRUARY 24, 2010 <br /> Fasching noted from her pictures that there are trucks and fleet trucks <br /> stored outside all over Ryan Industrial park. Fasching questioned why <br /> MN Asphalt cannot store their plow trucks outside. <br /> The Administrator noted that the areas that MN Asphalt stores their trucks <br /> are considered customer parking spaces. The Administrator agreed that <br /> there are a lot of fleet vehicles being stored on other properties, some of <br /> which are approved azrd some of which may not be. <br /> Costanzo noted that this property was developed by the City, and indicated <br /> that the City has a Ryan Industrial Park sign on his property. The City <br /> Administrator stated thaC Little Canada did not develop this property nor <br /> did it develop Ryan Industrial park. <br /> Fasching again asked why the MN Asphalt plow h•ucks are not allowed on <br /> this property. She indicated that they have done a lot of clean up on the <br /> property, and felt that the City should compromise on this parking issue. <br /> Costanzo indicated that the City needs to let MN Asphalt run their <br /> business. They have two dump trucks, trailers, acid a couple of bobcats. <br /> Costanzo asked that the City given them a year to operate from this <br /> location. He also noted that the property is across the street from the <br /> biggest hazardous waste pile in the State. <br /> Montour noted that the City has worked for many years with Ryan <br /> Industrial Park property owners on the outdoor storage issues. Many <br /> meetings were held with Ryan Park property owners and Montour noted <br /> there was no participation on the part of Costanzo or Fasching. Montour <br /> noted that there is still a list of outstanding items that the property owners <br /> agreed to fix by this evening's meeting. Montour asked where Costanzo <br /> and Fasching were on enclosing the cold storage building. Costanzo <br /> replied that everything is done except for installation of the door. The <br /> City Administrator reported that the floor of this building is dirt; therefore, <br /> truck storage in the building is not allowed. He also noted there is still <br /> outdoor storage occurring in unapproved locations and in front of <br /> screening fencing and there is debris present on the properCy. The <br /> Administrator replied that the property condition is better than it was, but <br /> there are still some violations presenC. Costanzo reported that the truck <br /> that was stored in the cold storage building was removed this past <br /> Saturday. <br /> Costanzo reported that the City Administrator has viciously come down on <br /> him for the past 9 years. Costanzo also reported on the various tenants <br /> that have rented fi•om him over the years. The City Administrator noted <br /> that uses that were not on the approved site plan were not allowed under <br /> the existing PUD Permit. <br /> 4 <br /> <br />
