Of primary issue with the proposed final plat is the <br /> proposed conveyance of Outlot D to the adjacent Ramsey County Park. Outlot D, <br /> located in the extreme southern area of the subdivision, measures 27,924 square feet in <br /> size and overlays a wetland area. The applicant wishes to convey the outlot to the <br /> adjacent County Park in return fora 13,020 square foot drainage easement which would <br /> accommodate a pond area encroachment south of Lots 1, 2 and 3, Block 2. <br /> According to a representative of the Ramsey County Park and Recreation Department, <br /> the proposed land conveyance is considered mutually beneficial. The land exchange <br /> meets the County's "No Net Loss of Parkland" requirement and actually results in a <br /> parkland increase of 14,904 square feet. As a result, the County has recommended <br /> approval of the proposed conveyance. <br /> The City of Maplewood is likewise supportive of the land exchange. <br /> Considering no visually discernable changes will result from the proposed land <br /> conveyance, City Staff finds the proposal to be acceptable. <br /> Ponding. Two stormwater ponds are proposed within Lots 1, 2, and 3, Block 2 which <br /> extend into the City of Maplewood. One of the proposed ponds, within Lot 3, is a rain <br /> garden. Another rain garden is proposed on the southern area of Outlot B. <br /> Issues related to ponding should be subject to comment and recommendation by the <br /> City Engineer. <br /> Outlot C. In review of the preliminary plat, it was suggested that Outlot C be eliminated <br /> and absorbed by the adjacent lot(s) to the north. Such recommendation was based in <br /> 2 <br /> <br />
