It was inspected using a
remote operated vehicle so that the tower did not have to be drained and could remain in
service. The tower is due for another inspection and this time it will have to be drained
so that the inspectors can float down with the water level and bet a detailed inspection oi'
the entire interior of the tank. The interior and exterior of the: tank and tower was re••
painted in 1991 so we are approaching twenty years with the current coatings.
Quotes were obtained from three contractors to perform a thorough float down
inspection. L,iquivision Technologies from Oregon submitted a quote via c-mail of
$2,F>60. l~iquivision utilises divers to perform their inspections and does not Float down
the tank. Staff believes that at float down inspection is necessary at this stage of the
coatings' life.
Utility Service Company submitCe<l a quote of $2500 to perform a float down inspection.
If a second clay is accessary they would charge an additional $I 500. Utility Service
Company has only been in the state for five years or so and has mainly dealt with outstare
municipalities. Staff has contacted the references provided. St. Francis was pleased with
the service they have been getting from Utility Service Company, 'fhe name listed as the
contact for St. I3onifacius was incorrect and the proper person to speak with was on
vacation. I also spoke with the City of Wyoming, who was not on the list of references,
and found that they were not very happy with the inspection report they received. I had a
chance to look at it and it was not very comprehensive. There were pictures with no
explanation and some of the recommendations were pretty vague. "There also were no
qualifications listed for the inspectors. It did not leave me feeling very comfortable with
them as a responsible contractor.
