MINUTTS <br /> PLANNING COMMISSION <br /> MARCH 11, 201.0 <br /> The Planner indicated that since the Preliminary Plat was approved, <br /> Landmark Development, the developer, has been working on enhancing <br /> the plat. Landmark Development was proposing to enhance the rear yards <br /> of the lots in the southeast corner of the plat by moving the storm water <br /> pond. Landmark Development has been working with the Cities of <br /> Maplewood and Little Canada to swap land with Ramsey County to <br /> accomplish this. Maplewood staff has raised some concerns about <br /> wetland impacts given moving the pond brings it closer to an existing <br /> wetland area to the south. Maplewood staff has made a number of <br /> recommendations on tree replacement and configuration of the wetland <br /> buffer. The Planner indicated that given none of the buildable portions of <br /> any of the lots are in Maplewood, the developer has expressed some <br /> frustration with Maplewood's response to the land swap. <br /> The Planner indicated that as a result of the Maplewood response, the <br /> developer is seeking approval of the Final Plat in the same configuration <br /> as the Preliminary Plat with the pond shown in the rear yard areas of the <br /> lots in the southeast corner of the plat. <br /> The Planner then reviewed the City Engineer's report dated March 1 I, <br /> 2010 in response to proceeding with a Final Plat similar to the Preliminary <br /> Plat. The City Engineer indicates that it would be possible to proceed with <br /> some modifications to storm water ponding and infiltration that would <br /> accommodate the 11 lots as well as the 4 ghost lots on the Quam property. <br /> The City Engineer indicated that he would conduct a more detailed review <br /> prior to the Council's March 24°i meeting. <br /> The City Planner reported that the developer will still attempt to resolve <br /> the issues with Maplewood, therefore, is seeking a dual approval from the <br /> Commission for both versions of the Final Plat. <br /> Nathan Fair, Landmark Development and Hanson Builders, reported that <br /> they are working with Maplewood and hoping to finalize the land swap <br /> that would allow the pond to be moved off the rear yards of the southeast <br /> lots. However, if an agreement cannot be reached, they would like to <br /> move forward with the project under a Final Plat that is similar to the <br /> Preliminary Plat. Fair reported that they have another meeting scheduled <br /> with Maplewood to continue to work on the land swap issue. <br /> Knudsen asked the developer was aware of the recommendations of the <br /> <br /> ' City Planner and City Engineer. Fair replied that they have no issues <br /> complying with those recommendations. <br /> -2- <br /> <br />
