Technical Evaluation Panel Findings <br /> Project: Richie Place. <br /> LGLT: Ramsey-Washington Metro Watershed District <br /> TEP: Tina Carstens, RWMWD; Lynda Peterson, BWSR; and Tom Petersen, <br /> RCD <br /> On October 10, 2007, the TEP reviewed the delineation for the Richie Place development. The TEP also <br /> reviewed wetland questions on the Himmelbach property. Below are our findings and conclusions. <br /> bindings: <br /> Richie Place: <br /> The wetlands were delineated by Mazk Ivcrson on May 11 and 23, 2007. The wetlands were located. on the <br /> attached map and were flagged out in the field. Boundaries were determined by the 1987 Corps of Engineers <br /> Manual. <br /> Himmelbach property <br /> At the request of the City of Little Canada and with the approval of the adjacent neighbors, Mazk Iverson also <br /> delineated adjacent wetlands to the Richie Place development. This was for the City to plan for future road <br /> connections and' developments. The Himmelbach property was included in the delineation and Mr. <br /> Himmelbach expressed-some concern ts.the_T'Ri' about the accuracy of the delineatie 's property. The TEP did see evidence ofpeat soil material above the elevation~f a ailer <br /> etland to ,the east. The presence of this peat soil material does not fit the normal geomorphology forth <br /> landscapes of this area, and as such, it is speculated that the peat soil material may have its orgin off site, i.., it <br /> fill.. There were heavy rainfalls prior to the site visit. In the 10 days prior to the site visit, 3,65 inches of ain <br /> ha area. In <br /> 2007, local records show 6.14 inches in August and 5.83 inches in September. Even with that wet period prior <br /> to the site visit, there was no hydrology evident within the peat soil material and there was little vegetation <br /> growing within the peat soils (the TEP found no obligative wetland plant species on the slope. <br /> <br /> Conclusion: <br /> <br /> Richie Place: <br /> Che TEP approved the delineation that was submitted by the applicant. The LGU did notice this approval on <br /> October 22, 2007. There was no appeal on this approval. <br /> Iimmelbach Property <br /> aue to the lack of three required parameters to be considered a wetland, the 'TEP concluded that. the area was <br /> of a wetland.
