DNR <br /> receipt of my letter dated S/30/'08 did address weilattd filled before 1991. <br /> The wetland areas are designated Govt. lot 1 Kohlman marsh and wetlands east that drain to Kohlman lake <br /> include Ramsey county ditch k7. Look up the old maps, I did. <br /> The area surrounding the spring (where topography permits) does exhibit several permanent wetland <br /> characteristics, in particular and most obvious is several cubic yards of peat accumulated over many <br /> decades and covering .2•.3 acres surface area of spongy black dirt with sand particles end fuzzy roots on <br /> topsoil usually damp or moist when not wet. Peat has accumulated to such en extent that the elevation of <br /> grade of topsoil is above what it had been in the 1950'x. <br /> Your colleague Jeanette Leete informed me that peat is a characteristic indicator of perennial moisture. You <br /> would be bast informed to coma and look for yourself. <br /> Private delineator Wayne Jacobson found the characteristics Ilisted in the first paragraph 5/30 letter and <br /> suggested type 1 L seasonally flooded wetland. <br /> Calvin Alexander, U ofM geology and geophysics was on site 7!l and found strong indication of <br /> hydrology without visible above ground flow. He noted the two S'+D willows at the source probably take <br /> up a lot of water and informed ma the yellow ice I noticed where the spring acreage meets the pond is <br /> another indication. Despite two weeks without rain the ground in places around the pond was soggy several <br /> feet beyond delineation flags. <br /> Tha Watershed district conclusion you suggest is not factual and should not be considered authority. <br /> Tha spring does flow consistently enough for permanent wetland characteristics noted by qualified persons. <br /> I have. a limited income and cannot readily afford to hies a private attorney if people did their jobs and keep <br /> to the facts. <br /> Any knowledgeable qualified person with common sense would conclude on observation where the <br /> primary interest is.fact not saving face that the spring is real and more than ephemeral (such a provocative <br /> term), i have touched the ground there and watched with a sense of wonder as water trickled over my hand. <br /> 1 will not lie easily dpscouraged. I suspect it has been there long as the French orders and Indians, maybe <br /> long as the suspected artifacts I found nearby. <br /> I have not yet concluded but sometimes it feels like one against the mob and I find it suspicious when <br /> persons in public office opt out for reason of job description or other exception. Civic responsibility is not a <br /> commodity. <br /> 1 would feel better about things if you and Jeanette and any other interested persons would ford the time <br /> sometime for a short drive to Little Canada to view this site and come to independent conclusion based on <br /> observation not hearsay. i am meeting city officials there 7/10 2:30p, available anytime. <br /> Respectfully, David Himmelbach <br /> 19 <br /> <br />
