The wetland area in question is not a designated Public Water Wetland, and therefore is regulated under <br /> the authority of the 1991 Wetland Conservation Act (WCA). For this area, the local administration for WCA <br /> wetland issues is duected to Ramsey Washington Metro Watershed District. It is my understanding that they <br /> have reviewed the delineations and aze comfortable that the wetland boundary is adequately and accurately <br /> represented. The DNR does not review wetland delineations for WCA wetlands. <br /> While we share your concern for the protection of springs, unless the area surrounding the spring exhibits <br /> permanent wetland characteristics, it cannot be considered a wetlarid under Minnesota law, It has been concluded <br /> by the Watershed District that the spring is ephemeral and does not flow consistently enough for wetland <br /> characteristics to develop and persist. We also appreciate your concern for the non-game wildlife in the vicinity, <br /> but unless the property is purchased or set aside, development activities may proceed even though habitat is <br /> eliminated. You will need to work with the PCA regarding your dumping claim. <br /> Thank you for your interest in protecting natural and cultural resources.
