MINUTES OF THE SPECIAL MEETING <br /> CITY COUNCIL <br /> LITTLE CANADA, MINNESOTA <br /> MARCH 22, 2010 <br /> Pursuant to due call and notice thereof a special meeting of the City <br /> Council of Little Canada, Minnesota was convened on the 22nd day of <br /> March, 2010 in the Council Chambers of the City Center located at 515 <br /> Little Canada Road in said City. <br /> Acting Mayor Rick Montour called the meeting to order at 6:00 p.m. and <br /> the following members of the City Council were present at roll call: <br /> CITY COUNCIL: Acting Mayor Mr. Rick Montour <br /> Council Member Ms. Shelly Boss <br /> Council Member Mr. John Keis <br /> Council Member Mr. Mike McGraw <br /> ABSENT: Mayor Mr. Bill Blesener <br /> ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br /> City Clerk Ms. Kathy Glanzer <br /> <br /> IMP. NO. Acting Mayor Montour opened the Public Hearing to consider the <br /> <br /> 2010-12 reconstruction of Rice Street from County Road B to approximately 600 <br /> <br /> RICE feet north of County Road B-2 as a four-lane roadway with divided <br /> STREET median and sidewalks on both sides of the street as well as signal <br /> RECON- replacements. Turn lanes will be provided at major intersections along <br /> STRUCTION with the addition of a second left turn lane on County Road B-2. The <br /> overhead power lines will be buried as par-C of the project. Right-of--way <br /> and easement acquisition will be necessary. <br /> The City Administrator reviewed the project history noting that the city <br /> and the County have been working toward the replacement of the bridge <br /> over Rice Street given the following reasons: <br /> • Anticipated increase in traffic volumes on Rice Street from 20,000 <br /> vehicles per day (existing) to 27,200 vehicles per day (2033); <br /> • Rice Street Bridge over IIighway 36 no longer meets current <br /> geomeU•ic standards; <br /> • Rice Street Bridge is in poor condition and eligible for Federal <br /> bridge replacement funding; <br /> • Closely spaced intersections do not comply with cun~ent MN DOT <br /> access management standards and cause traffic flow issues; <br /> • Pedestrian facilities are not continuous across TII 36 or Rice <br /> Street. <br /> • St. Jude Medical's expansion plans and their need for an efficiently <br /> functioning Rice Street. <br /> <br />
