<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> MARCH 22, 2010 <br /> "the Administrator reported that in planning for the bridge replacement six <br /> interchange concepts were reviewed and analyzed for Level Of Service <br /> (LOS). IIe also noted that Ramsey County has completed a Corridor <br /> Study along Rice Street. These were used in planning the proposed <br /> improvement, the main components of which include reconstruction of the <br /> TH 36/Rice Street interchange including bridge replacement, <br /> reconstruction of Rice Street from County Road B north to County Road <br /> B-2, and an additional Left turn lane on County Road B-2. <br /> The Administrator reported that total estimated project costs are <br /> $27,545,000. There are several County, State, and DEED funding sources <br /> to cover the majority of project costs. Possible costs passed along to the <br /> impacted cities (Little Canada, Maplewood, and Roseville) include <br /> shoulder/bike lanes, sidewalks, traffic signal costs, boulevards, medians, <br /> trees, retaining wall railing, and burying of power lines. Little Canada's <br /> share of the project cost is estimated at $670,000. The Administrator <br /> reported that of that amount $310,000 would be associated with road <br /> work, $40,000 for project oversight by the County and MN DOT, and <br /> $320,000 for burying the power lines. "1'he cost of busying power lines is <br /> split equally with the City of Roseville. The Administrator reported that it <br /> is possible that the City's share of the cost could be reduced or eliminated <br /> based on the bids that the County receives. However, the cost of burying <br /> of power lines will not be reduced as the other funding programs do not <br /> cover that cost. <br /> The City Administrator noted that there are a total of eight properties iu <br /> Little Canada that abut the improvement area and all would be treated as <br /> commercial property under the City's assessment policy. The preliminary <br /> assessments proposed are based on actual front footage at the 2010 <br /> maximum commercial rate of $121.73, for a total commercial assessment <br /> of $262,432.84. <br /> The Administrator then reviewed the proposed project schedule as well as <br /> Preliminary Assessment Roll. With regard to the project schedule, the <br /> Administrator pointed out that the east half of Rice Street and new bridge <br /> span would be started in June of 2010 and completed in the fall of 2010. <br /> The work on the west half of Rice Street and additional bridge work <br /> would occur from Spring to late Summer of 2011. Traffic flow and access <br /> through the area is maintained, but interruptions are likely. <br /> With regard to the preliminary assessment roll, the Administrator noted <br /> that the owner of McDonald's pointed out that Minnesota Avenue was <br /> reconstructed in 1999 and Viking Drive was reconstructed a couple of <br /> years ago. The Rice Street project will be the third street improvement to <br /> be assessed against this property in a short timeframe.
