MINUTES

Parks & Recreation Commission

April 1, 2010
PHALEN TRAIL GROUP MEETING
Sullivan reported the group changed the meeting night from March 25 to April I, so was
unable to attend. She is having the minutes emailed to her from the meeting and it was
suggested she forward them to the recording secretary to send to other P&R commissioners
or be included with these minutes if timing allows.
OLD
BUSINESS: THUNDER BAY PARK IMPROVEMENTS STATUS
Morelan reported the Little Canada Recreation Association voted to appropriate $37,500
toward the cost of the improvement project at their last meeting in March with the
contingency that the city fund the other half of the project Morelan suspects that the city
council will give final approval for the other $37,500 estimated to complete the project at
their next meeting on April 14.
Sanders stated all the plans for the project have been completed. He will be meeting with the
City Engineer to tie-in with another city project for the construction of the proposed new
trail and basketball court. He can finalize the purchase of the playgiround equipment as soon
as the funding has been approved.
Lolmaugh asked when the project would start and Sanders thought the project would move
quickly since the equipment only takes four to six weeks to be delivered once it is ordered.
Sullivan asked if the city typically does a ceremony for park improvements. Morelan stated
they have done that on certain occasions in the past and thought the suggestion would be a
nice idea upon completion of this project.
PIONEER PARK ENTRANCE ENHANCEMENTS/PLANTERS
Chair Fahey called on Sanders to give an update of this project Sanders stated he estimates
the cost of this project to be approximately $4,000.00.
Morelan stated the city has used the Minnesota Correction Crews for certain projects similar
to this in the past. Even though the city has not contracted them for 2010 they still might be
considered if they have some expertise in this area. Morelan inquired as to what percentage
of the estimated cost would be labor vs. materials. Sanders predicted it to be about 50%
labor and 50% materials.
Steinwall inquired who would fill the planters with flowers, wondering if the City
Administrator Hanson and his wife would also include these planters in their spring planting
schedule. Morelan replied he would check with Hanson or suggested the Park & Recreation
Commission do it as a special project.
Page 2 0l'4
