<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> MARCH 24, 2010 <br /> FINAL Acting Mayor Montour opened the Public Hearing to consider the Final <br /> <br /> PLAT - Plat for Gervais Woods, asingle-family home development consisting of <br /> GERVAIS eleven (11)single-family lots. It was noted that the City Planner, City <br /> WOODS )?ngineer, and the Planning Connnission recommended approval subject to <br /> conditions. <br /> "I'he City Planner reported that the proposed Gervais Woods plat is located <br /> in the northeast portion of the City on property formerly addressed as 2966 <br /> LaBore Road. He noted that the area is guided by the Comprehensive <br /> Plan for low-density residential development and is zoned Single-Family <br /> Residential (R-I All of the eleven lots proposed meet Zoning Code <br /> requirements. The Planner noted that the backyards of four of the lots are <br /> in Maplewood, but the houses will be in Little Canada. As a result, there <br /> will be some coordination work needed between the two cities. <br /> The Planner then described the proposed outlots. Outlot A is located <br /> along LaBore Road, Outlot B is along the western boundary of the plat is <br /> potentially subdividable when combined with the Quam property. Outlots <br /> C and D are located in Maplewood with the proposal to sell Outlot C to a <br /> neighboring property owner and swap Outlot D with Ramsey County for <br /> some open space land. This will allow the expansion of the storm water <br /> pond on Outlot D in the southeast corner of the plat. <br /> The Planner noted that at the time the Final Plat was presented to the <br /> Planning Commission, the developer was still in discussions relative to the <br /> property swap. Therefore, the Planning Commission recommended Final <br /> Plat approval both with and without the swap, with the preferred Final Plat <br /> to include the property exchange. The developer has come to an <br /> agreement with the City of Maplewood on the land swap and will move <br /> forward with that version of the Final Plat. <br /> The City Planner reported that the Gervais Woods Final Plat meets the <br /> requirements of the Subdivision and Zoning Codes, and recommends <br /> approval subject to compliance with the recommendations of the City <br /> Planner, City 1?ngineer, and Planning Commission. <br /> "Fhe City Administrator reported that there are three action items before <br /> the Council this evening. Those include the Final Plat for Gervais Woods, <br /> the development agreement, and a request that the Council order an <br /> Environmental Assessment Worksheet (FAW). The City Administrator <br /> described the land swap between the developer acid Ramsey County which <br /> would allow for the expansion of the storm water pond in the southeast <br /> corner of the plat. He noted that the County will get about twice the <br /> amount of land in this trade. The Administrator also pointed out that <br /> Outlot C will be sold to the adjacent property owner in Maplewood. <br /> 3 <br /> <br />
