<br /> MINUTES <br /> CITY COUNCIL <br /> MARCH 24, 2010 <br /> ON-SALE Acting Mayor Montour opened the Public Hearing to consider increases in <br /> LIQUOR & the City's On-Sale Liquor and On-Sale Wine License fees. <br /> ON-SALE <br /> WINE The City Clerlc reported that in June of 2006 the Council established a <br /> LICENSE five-year policy that would increase these license fees by the equivalent of <br /> INCREASES the gross levy increase. That increase is 3.41% for 2010. "The Clerk also <br /> noted that this would be the last year of that policy. Therefore, <br /> contemplated increases for 2011 and beyond would be a discussion item <br /> for the Council in the future. <br /> Montour asked about the process. The City Clerk noted that increases in <br /> On-Sale Liquor and On-Sale Wine License fees must be considered at a <br /> public hearing and license holders must be given 30 days notice of that <br /> hearing. The Clerk noted that liquor licenses terms eun from July 1st <br /> through June 30°i of each year. 'T'herefore, consideration of an increase <br /> could occur iu the February through May timeframe. <br /> Montour noted that the five-year policy has been a meads of increasing <br /> these liquor license fees in a maimer that has appeared to be palatable to <br /> the license holders. He also noted that equating the increase to the gross <br /> levy increase provided a supportable basis for the increase. <br /> Tom Duray, Hoggsbreath, agreed that the five-year policy has worked. He <br /> also described the server training that liquor businesses provide their <br /> employees. <br /> There was no one else fi•om the general public present that wished to <br /> comment on this matter. <br /> Upon motion by Boss, seconded by Keis, the public hearing was closed. <br /> Mr. Keis introduced the following resolution and moved its adoption: <br /> RESOL UTION NO. 2010-3-59 -INCREASING LIQUOR LICENSES <br /> FOR THE JULY 1, 2010 THROUGH JUNE 30, 2011 LICENSE <br /> PERIOD AS FOLLOWS: <br /> ON-SALE LIQUOR LICENSE $4,206 <br /> ON-SALE WINE LICENSE $608 <br /> The foregoing resolution was duly seconded by McGraw. <br /> Ayes (4). <br /> Nays (0).
