<br /> MINUTES <br /> CITY COUNCIL <br /> APRIL 12, 2010 <br /> The Engineer indicated that the sanitary sewer line would be run through <br /> the Battista and Himmelbach properties. The potential would be provided <br /> to run this sewer into the Sculley property, but the exact location of that <br /> connection will not be known until there is a development proposal for the <br /> property. <br /> The Engineer reported that the total estimate project cost is $455,945. <br /> There will be credits/deductions given for improvements installed by <br /> others at this time or in the future. The installation of the sanitary sewer <br /> where cost credit/reductions are applied will be the responsibility of the <br /> property receiving the credit/reduction. Only $292,545 of project costs <br /> incurred is proposed to be assessed. This number includes the section of <br /> sewer that was extended in 2008 as part of the Kohhnan Lane <br /> improvement. <br /> The Engineer then reviewed the estimated assessments which arc based on <br /> the development potential of each property. The estimated assessments <br /> are based on total project cost minus credit/deduction for work by others <br /> per individual property. The Engineer noted that an assessment hearing <br /> would be held in the fall and assessments will then be based on actual <br /> costs. The Engineer also noted that the assessments for Gervais Woods <br /> are based on 16 lots: 11 of which are the lots currently under development <br /> and 5 lots are the ghost lots associated with future development of the <br /> Quam property. It is proposed that the assessment associated with these <br /> ghost lots will be deferred until such time as they are developed. <br /> Blesener asked about the extension of utilities west of the Quam property. <br /> The City Engineer indicated that it is feasible to extend further to the west <br /> and potentially develop another lot or two, but not as far as Arcade Street. <br /> Mr. Battista, 951 Beam Avenue, asked about the extension of water main. <br /> The City Administrator reported that water main is not proposed at this <br /> time, given the uncertainty with how the Himmelbach property will <br /> develop and the depth needed for the water main. That is due to the grade <br /> issues at the Himmelbach property that when developed, would require <br /> relaying a signif cant piece of main due to first burying the line too deep. <br /> The Gervais Woods property will get water from LaBore Road, and that <br /> water main will service the new homes as well as hydrants along the <br /> street. <br /> Battista asked for clarification on the easement that the City is seeking <br /> through his property. Battista was concerned that a new City Council <br /> would be able to utilize the easement to put a road in. The City <br /> Administrator replied that the easement will be for utilities only. If the <br /> city were to put in a road, the City would have to purchase the right-af- <br /> way to put a road in. Otherwise, the road will occur when the property <br /> 2 <br /> <br />
