<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> API2IL 14, 2010 <br /> Blesener asked if the recommendation for 28 feet for the majority of <br /> Bryan Street was based on the number of homes, traffic safety in the <br /> presence of on-street parking, and emergency vehicle access. The City <br /> Engineer stated that that was correct. <br /> The City Engineer reviewed the proposed reconstruction of Jackson Street <br /> noting that it is proposed at 30 feet in width, tapering to 32 feet at the <br /> northern end. The existing sidewalk on the east side of the street would be <br /> retained, and some sections replaced. There is a storm water pond <br /> proposed for the north end of Rondeau Park. The Engineer reported that <br /> most of the Jackson Street residents who attended the neighborhood <br /> meeting feel the street design fits the area. <br /> The City Administrator reported that a 28 foot wide residential street was <br /> the City's minimum standard set in the early 1990's as part of the adoption <br /> of the Assessment Policy, while 30 to 32 feet was the typical width at that <br /> time. The Administrator pointed out that there was significant debate on <br /> this issue. The Administrator also noted that when Lake Street was <br /> reconstructed, there was a significant push by one property owner for a <br /> narrow width, but the consensus of the Council was fora 28 foot <br /> minimum based on public safety concerns. The Administrator reported <br /> that with the exception of Boss Road and Condit Street, there has been no <br /> change to the 28 foot width minimum. <br /> Mary Ann Schnieder, 2870 .Tackson Street, asked about the impact to her <br /> property. The City Engineer reported that the City will try to save the <br /> existing sidewalk in fiā¢ont of the Schnieder home as well as maintain 4 to 5 <br /> feet of boulevard area between the curb and sidewalk. <br /> Montour asked about the Parkview Court Homeowners' Association <br /> reaction to the revised assessment roll. The City Administrator outlined <br /> the changes made which provided fora 75 foot minimum frontage for <br /> each townhome along Jackson Street at the residential assessment rate. <br /> "fhe change that is proposed reduced the Association's assessment by <br /> approximately $10,000. <br /> Dick Boss, 57 Bryan Street, appeared before the Council representing the <br /> property owners on Bryan Street. Ile noted the petition signed by the <br /> property owners request a 24 foot street width with surmountable concrete <br /> curb and gutter for the entire length of Bryan Street. Boss felt the <br /> Engineer's recommendation for tapering the street from 24 feet to 28 feet <br /> and again back to 24 feet would look odd once constructed. He also noted <br /> the neighborhood's desire to save a large oak tree along Bryan Srieet, if <br /> that is possible. <br /> 5 <br /> <br />
