<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> APRIL 14, 2010 <br /> Blesener asked if there was any ability on the City's part to modify the <br /> reconstruction projects, or if the bid was based on all projects being <br /> included. The City Engineer felt there was some ability to modify projects <br /> and noted that bids are based on unit quantities. <br /> Mary Costa, 2724 Rice Street, asked about the assessment for her property <br /> noting that it has no access to Iona Lane. The City Administrator pointed <br /> out that there are two commercial properties at the corner of Rice Street <br /> and Iona Lane which were proposed to be assessed for their full Iona Lane <br /> frontage at the connnercial rate. The Administrator also pointed out that <br /> Rice Street will be improved at some time in the future, and these <br /> properties will likely be assessed for that improvement. Therefore, staff <br /> will be reviewing these two properties and come back with a <br /> recommendation to the Council relative to their equitable treatment. <br /> The City Engineer noted that the 2010 Reconstruction Projects also <br /> include Bryan Street and Jackson Street (LC Road to Maple Lane) as well <br /> as Park Street (a private street within Terrace Heights Mobilehome Park). <br /> The Park Street improvement would be paid 100% by the property owner. <br /> "fhe City Administrator noted that the reconstruction bids were <br /> approximately 25% under estimate even though that estimate was adjusted <br /> based on the competitive bids received in 2009. The City Administrator <br /> indicated that it is a unique and competitive bidding market. <br /> The City Engineer reported that Jackson Street is proposed as a full <br /> reconstruction, and most of the Jackson Street property owners are in <br /> favor of the project. With regard to Bryau Street, the Engineer reported <br /> that the City received a petition from those property owners requesting <br /> that the street be reconstructed with a 24 foot width. The Engineer noted <br /> that the City's policy calls for a minimum width of 28 feet for residential <br /> streets. The Engineer noted that given the location of the house at 93 <br /> Bryan Street (very close to the right-of--way), his proposal is to construct <br /> the street at a 24 foot width coming in from Jackson Street, taper it out to <br /> 28 feet for most of the remainder of the street, and then taper it down to 24 <br /> feet where it ties into Boss Road. <br /> Blesener asked about on-street parking on a 24-foot wide street. The City <br /> Engineer indicated that the recommendation would be for no on-street <br /> parking. The Engineer pointed out that there are two other streets in the <br /> City that are 24 feet in width, Boss Road and Condit Street. While on- <br /> streetparking is not recommended, neither street is posted as no parking. <br /> The Engineer also noted that there is only the potential for two homes on <br /> Boss Road, and Condit Street has homes on only one side of the street, <br /> with two driveways on each of the two blocks. <br /> 4 <br /> <br />
