<br /> MINUTES <br /> CITY COUNCIL <br /> APRIL 14, 2010 <br /> Ayes (5). <br /> Nays (0). Resolution declared adopted. <br /> At this point in the meeting the Council asked if there were any further <br /> comments on the proposed Bryan Street reconstruction. <br /> Tim Boss, 52 Bryan, indicated that he agreed that Bryan Street should be <br /> reconstructed at a 24 foot width. Boss noted that there has never been a <br /> problem with on-street parking in the neighborhood. He felt that the 24 <br /> foot width would be plenty of room for vehicles to get through even with <br /> on-street parking, and noted that during the winter months on-street <br /> parking is not allowed in the City. Blesener pointed out That during the <br /> winter months there is no on-street parking between the hours of 2 a.m. <br /> and 6 a.m. <br /> Don Pierce, Iona Lane, asked that the City Engineer review the proposed <br /> changes to the Iona Lane reconstruction plan. "fhe City Engineer reported <br /> that he has proposed some changes to the cul-de-sac. While the standard <br /> cul-de-sac has a 45 foot width, due to driveway constraints, the City <br /> Engineer was not proposing that width. Ile indicated that the existing cul- <br /> de-sac has an odd shape, and that he is proposing a more rounded cul-de- <br /> sac with a 35 foot width. The Engineer reported that he and PublicWorks <br /> would meet with Mr. Pierce and the property owner to the north to work <br /> out the details of the cul-de-sac. <br /> The discussion returned to Bryan Street and Dick Boss indicated that the <br /> fact is that the right-of way for Bryan Street is only 40 feet. He asked how <br /> many other streets there were iu the City with this limited right-of--way. <br /> Blesener pointed out that the City Engineer has indicated that the <br /> improvement as proposed can be installed within that right-of--way. Boss <br /> pointed out that the pavement will not be centered and noted the issues of <br /> snow storage with a limited right-of--way. He also indicated that <br /> narrowing the street to a consistent 24 feet will save the taxpayers about <br /> $8,000. Boss felt it was common sense to consider a 24-foot road <br /> improvement. <br /> Montour stated that his concern is that the neighborhood supports the road <br /> improvement, but disagrees with the City Engineer's design <br /> recommendation. Montour suggested that there may be other options to <br /> consider. <br /> Boss went on record as abstaining from the discussion and voting on the <br /> Brya~z Street improvement as she is a property owner on that street. <br /> Keis asked if the bid is based on the City Engineer's design, and asked <br /> what would happen if the Council awarded the bid based on a new design. <br /> 8 <br /> <br />
