<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> APKIL 28, 201.0 <br /> <br /> FIRE TRUCK Pursuant to the Action Plan for the 2010 Goal of establishing a long-term <br /> COMMITTEE funding plan for fire truck replacement, the City Administrator noted the <br /> need to appoint City representatives to a Fire 'Truck Committee. The <br /> committee will consist of eight individuals, four from the Fire Department <br /> and four from the City. "The City Administrator recommended that two <br /> Council Members be appointed as well as the Finance Director and <br /> hunself. He further noted that the Fire Department representatives will be <br /> Don Smiley, Steve Morelan, Jim Gustafson, and Bob Liebel. <br /> Ms. Boss introduced the following resolution and moved its adoption: <br /> RESOL UTION NO. 2010-4-113 -APPOINTING MAYOR BLESENER, <br /> COUNCIL MEMBER KEIS, THE CITYADMINISTRATOR, AND <br /> THE FINANCE DIRECTOR AS THE CITY'S REPRESENTATIVES <br /> ON THE FIRE TRUCK COMMITTEE <br /> The foregoing resolution was duly seconded by Keis. <br /> Ayes (3). <br /> Nays (0). Resolution declared adopted. <br /> UNDER- The City Administrator reviewed his report dated April 23, 2010 relative <br /> GROUNDING to the undergrounding of Rice Street powerlines as part of the Rice Street/ <br /> OF RICE Highway 36 bridge replacement project and related roadwork. He <br /> STREET reported that the cost of the work has come down from the earlier estimate <br /> POWERLINES and is now at $551,259, with Little Canada's share at $275,629.50 plus <br /> some potential costs for right-of--way for a pedestal installation on <br /> McDonald's property. The City Administrator explained that costs are <br /> being shared on a 50/50 basis with the City of Roseville. While the <br /> powerlines are located on the Roseville side of Rice Street, it was felt that <br /> the equitable thing to do is to share these costs. The Administrator also <br /> noted that if the powerlines were not buried at this time, some would shifC <br /> to the Little Canada side of Rice Street due to right-of--way issues. <br /> The City Adminish•ator reported that Roseville has approved the cost- <br /> sharing arrangement. He noted that their plan is to utilize a City <br /> Requested Faoilities Surcharge to pay their share of eligible project costs <br /> less our payment to Roseville of $97,171.50. The Administrator proposed <br /> that Little Canada recover its costs from an increase in the electric <br /> franchise fee. Xcel Isnergy is currently analyzing the proposed increase, <br /> and a report will be presented to the Council at its next meeting. 'fhe <br /> potential implementation date for this increase is July 1. <br /> The City Administrator recommended that at this time the Council <br /> approve the undergrounding of the powerlines along Rice Street and ratify <br /> 20 <br /> <br />
