The City Administrator agreed that the PUD zoning could <br /> increase the value of the property and provide more flexibility as more <br /> potential uses would be allowed. The Administrator did not believe, <br /> however, that a rezoning to PUD will increase property taxes. <br /> Keis asked the impact to the single-family homes. The City Planner felt <br /> the impact would be nominal as the property is already zoned B-3 and the <br /> homes are technically non-conforming. The Planner noted that under the <br /> B-3 zoning, the owners of the single-family homes would need <br /> Conditional Use Permits to make improvements. Under the PUD zoning, <br /> they would need Planned Unit Development permits. "I'he process for both <br /> is essentially the same. <br /> Blesener noted that rezoning the entire area takes away a spot zoning issue <br /> with the Poolside property. The City Planner noted that the rezoning of <br /> Poolside was technically not "spot zoning" but the rezoning of this area <br /> would make the zoning map consistent. He noted that the range of uses in <br /> this area are better addressed under the PUD District. <br /> Gregor expressed concern that the area would he redeveloped with row <br /> housing. He questioned whether this was the highest and best use of the <br /> property. The City Planner noted that the advantage to the City is that all <br /> development proposals would have to be reviewed and approved by the <br /> Council. 'The public would also be able to participate through the public <br /> hearing process. Gregor asked if there were any advantage to retaining the <br /> B-3 zoning on the property. The City Planner reported that the property <br /> was zoned B-3 a long time ago as it was felt this area was a transition <br /> between residential and commercial uses. Gregor again noted that his <br /> concern was with the type of residential that might be developed in this <br /> area, specifically high density. The City Administrator noted that high <br /> density residential uses, other than senior housing, are excepted out of the <br /> PUD District. Ilowever, a townhome-style development would be <br /> allowed. The City Administrator further noted that the site is still guided <br /> by the Comp Plan. <br /> There was no one else from the general public present wishing to <br /> continent on this matter. <br /> Upon motion by Keis, seconded by Boss, the public hearing was closed. <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> 9 <br /> <br />
