<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> MAY 12, 2010 <br /> price includes materials and labor. The railroad must perform the work, so <br /> the City is not able to obtain quotes for this installation. The City will also <br /> have to provide signage for a one to two day detour route as well as blend <br /> in paving from the crossing to the traffic lanes. The cost of this portion of <br /> work should not exceed $5,000. <br /> There was discussion about the railroad's position that the City was <br /> responsible the cost of the project. The City Administrator reported that <br /> the railroad pays for only the track work. The crossing is considered part <br /> of the roadway and the City is responsible for those costs. The <br /> Administrator noted that this is the last crossing in the City in need of <br /> upgrading to concrete. <br /> Keis pointed out that the railroad's pricing includes the cost of bolts, <br /> spikes, ties, etc. which seem to be more railroad related than street related. <br /> Montour indicated that the cost to upgrade the crossing is expensive, but <br /> noted the additional traffic in the uea as well as potential damage to City <br /> plow trucks if the crossing is not upgraded. <br /> The Superintendent indicated that the cost of this work had been included <br /> in the 2008 and 2009 Infrastructure Budget, but was not included in 2010 <br /> due to an oversight. The City Administrator also indicated that the project <br /> is MN State Aid eligible; therefore, the City will he able to use MSA <br /> funds to reimburse itself. <br /> Mr. Montom• introduced the following resolution and moved its adoption: <br /> RESOL UTION NO. 2010-5-135 -APPROVING THE EXPENDITURE <br /> OF UP TO $45,000 FROM THE INFRASTRUCTURE FUND FOR <br /> THE UPGRADING OF THE COUNTRY DRIVE RAILROAD <br /> CROSSING AS RECOMMENDED BY THE PUBLIC WORKS <br /> SUPERINTENDENT <br /> The foregoing resolution was duly seconded by Blesener. <br /> Ayes (4). <br /> Nays (0). Resolution declared adopted. <br /> GERVAIS "I'he City Administrator reported that the developers of Gervais Woods <br /> WOODS - have requested a reduction in their letter of credit given they have <br /> LETTER OF completed most of the underground work. The Administrator noted that <br /> CREllIT the reduction would be earlier than what is typical, but noted that the City <br /> REDUCTION would maintain the letter of credit at 125% of the work to be completed. <br /> The Administrator also reported that the City Engineer has reviewed the <br /> completed work and finds it acceptable. The next letter of credit reduction <br /> 8 <br /> <br />
