Once the lake reaches 861.5, the station will call <br /> the Ramsey County Sheriffs Department and the County's Emergency <br /> Management Department. At this point homeowners would be notified <br /> and sandbagging procedures would begin. The Superintendent noted that <br /> Q3, Inc. in Little Canada can provide pre-filled sandbags for the operation. <br /> The Watershed would reimburse the city for the cost of the sandbags and <br /> materials used. The work would be done by a combination of City staff, <br /> Watershed staff, Ramsey County Emergency Response personnel, <br /> homeowners, and neighbors. State correction crews could also be brought <br /> in with enough notice. <br /> The Superintendent recommended adoption of the plan as presented. He <br /> noted that it would be reviewed on an aimual basis to ensure that names <br /> and telephone numbers are updated. <br /> It was noted that several years ago surface flooding threatened homes on <br /> the south end of Gervais and on Carla Lane. The City Administrator <br /> pointed out that since that time the Watershed has made improvements in <br /> the chain of lakes systems which have minimized hooding potential. <br /> However, normal modeling has identified the risk to the two homes at the <br /> south end of the lake, and the plan presented was developed to address this <br /> potential. It was noted that the plan would address surface flooding and <br /> not flooding that might come through basement seepage. <br /> Mr. Keis introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2010-5-134 -ADOPTING THE FLOOD <br /> WARNING EMERGENCY RESPONSE PLAN FOR SOUTH <br /> GERVAIS LAKE AS RECOMMENDED BY THE PUBLIC WORKS <br /> SUPERINTENDENT <br /> The foregoing resolution was duly seconded by Boss. <br /> Ayes (4) <br /> Nays (0). Resolution declared adopted. <br /> COUNTRY The Public Works Superintendent reviewed his report dated May 21, 2010 <br /> DRIVE recommending the improvement of the Country Drive railroad crossing <br /> RAILROAD located south of Dock 86. He noted that the crossing has been in disrepair <br /> CROSSING for a number of years. It is problematic for everyday traffic as well as for <br /> snowplows in the winter as the plow blade catches on the crossing. City <br /> staff has contacted Minnesota Commercial Railroad and they will remove <br /> the old crossing and install a new concrete crossing for $39,668.11. This <br /> 7 <br /> <br />
