MINUTES
CITY COUNCIL

JUNE 9, 2010
Keis asked if the City has had any problems with pollutants in the bottom
of ponds as some other cities are experiencing. The Superintendent
reported that the City of White Bear Lake has experienced this problem,
part of which they are attributing to the use of certain types of driveway
sealers. Little Canada recently dredged two ponds and did not encounter
this problem. The Superintendent reported that the City has included
articles in its newsletter relative to this issue and the fact that there are
driveway sealants on the market that are effective and do not pollute.
Blesener asked if it will be necessary to dredge rain water gardens at some
point. The Superintendent did not think so, and felt these gardens may
need to be remulched at some point. If there is evidence of sand or fines
in the gardens, the City could like use its vactor to remove these materials.
Keis asked about the effectiveness of salt for ice control in cold
temperatures. The Superintendent reported that salt is not as effective in
temperatures under 15 degrees. He noted, however, that it can be effective
down to zero degrees if the sun is shining and haffic is heavy. The
Superintendent reported that part of the public education effort includes
informing drivers that safe driving practices during cold and icy conditions
are also a means of reducing pollutants into the storm water system.
There was no one else present wishing to comment on this matter.
Upon motion by McGraw, seconded by Boss, the public hearing was
closed.
Mr. Keis introduced the following resolution and moved its adoption:
RESOLUTION NO. 2010-6-I39 -ACCEPTING THE STORM WATER
POLL UTION PREVENTION PROGRAM AS PRESENTED BY THE
PUBLIC WORKS SUPERINTENDENT
The foregoing resolution was duly seconded by McGraw.
Ayes (4).
Nays (0). Resolution declared adopted.
CONSENT Ms. Boss introduced the following resolution and moved its adoption:
AGENDA
RESOLUTION NO. 2010-G-190 -APPROVING THE CONSENT
AGENDA WHICH CONTAINS THE FOLLOWING:
'APPROVING THE VOUCHERS;
3
