<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> JUNE 9, 2010 <br /> continued its inspection and maintenance program of outfalls and ponds. <br /> Sump pump drains and storm sewer interceptors are also included in an <br /> inspection and maintenance program. The City swept its streets three <br /> times over the past year. Public education efforts have also been made via <br /> articles in the City's newsletter and on its web site. 'T'his public education <br /> effort addressed issues relative to illicit discharge into the storm sewer <br /> system, keeping grass clippings out of the street, etc. The Superintendent <br /> reported that he attended training on snow and ice control which addressed <br /> salt usage issues. The Superintendent noted that the City no longer uses <br /> sand for ice control. <br /> At this point in the meeting, comments were taken from the general <br /> public. <br /> Jack Schmidt, 2718 Edgerton Street, reported that he has storm water <br /> problems on his property which he felt were caused by the filling of the <br /> Sprosty property when it was developed a number of years ago. Schmidt <br /> indicated that at the time of development, no storm sewer was installed. <br /> The City Administrator reported that when the Kerr property was <br /> developed on Feller Parkway a few years ago, there was an issue with the <br /> pond as a stomr water outlet was installed without the City's knowledge. <br /> That issue was resolved. The Administrator indicated that storm water <br /> standards have changed dramatically in the last number of years. The <br /> Wetland Conservation Act did not exist at the time the Sprosty property <br /> was developed. <br /> Schmidt felt that the installation of a storm sewer in the area would <br /> alleviate the problem. The City Administrator agreed that there is <br /> localized flooding in the area, and that the backyard of the Schmidt <br /> property and areas along the ditch are depicted as having some flood <br /> hazard on storm water maps. "fhe Administrator indicated that he would <br /> have to research the issue as well as contact the Watershed to determine if <br /> there are ways to mitigate the situation. <br /> Schmidt indicated that he would like some answers. The City <br /> Administrator reported that he will research the files and contact the <br /> Watershed. He also indicated that the files are available to Mr. Schmidt as <br /> well. <br /> Blesener noted that the hearnrg this evening relates to the City's Storm <br /> Water Prevention Program and not flooding. He also noted that the <br /> Sprosty property was developed over 25 years ago and pointed out that <br /> standards have changed since that time. <br /> 2 <br /> <br />
