He noted <br /> that the City's assessment policy provides fora 50/50 cost share for mill <br /> aid overlay projects between the City and property owners. "1'he Engineer <br /> reviewed that there are two possible methods of assessment, one based on <br /> assessable front footage and the other based on a per unit assessment. The <br /> City Engineer indicated that the Council will need to make a decision on <br /> the type of assessment method to utilize if the project moves forward. <br /> The Engineer then reviewed the proposed project schedule. <br /> The Engineer reported that as part of the neighborhood meeting process, <br /> the issue of existing driveways was raised with property owners indicating <br /> that driveway access points are too high over the surmountable curb. The <br /> Engineer agreed that these access points were high and some of the worse <br /> that he has seen. The Engineer proposed to property owners and the City <br /> cowicil that as part of the project these driveway access points could be <br /> replaced with the other curbing work thus lowering them. The Engineer <br /> suggested a 50/50 cost share between the City acrd property owners. <br /> Driveway access ew•b replacement was estimated at $430 per driveway, <br /> again with the City and property owners sharing this cost equally. He <br /> noted that a resulting issue would be the portion of the driveways abutting <br /> the access point would need to be blended in. The estimated cost for <br /> replacing a 20 foot by 10 foot section of driveway was $1,000 for a <br /> concrete driveway and $300 for a bituminous driveway. The Engineer <br /> reconunended that property owners be responsible for that portion of the <br /> cost. One property owner noted that he had a paver driveway. The <br /> Engineer indicated that in this case it would be a matter of removing <br /> pavers, blending in the driveway to the access point in the curb, and <br /> relaying the pavers. <br /> One property owner noted that there was a section of curbing already <br /> marked for replacement that was part of his driveway access point. The <br /> Engineer responded that only additional curbing replacement necessary to <br /> complete the driveway access point would be an additional cost. <br /> One property owner asked about the pathway access, and noted that his <br /> driveway abuts the trail access. He indicated that there is a dip in the ri~ail <br /> that holds water. 1'he City Engineer replied that this drainage issue would <br /> be addressed. <br /> 2 <br /> <br />
