With the restaurant having two frontages (south <br /> and west exposure to Viking Drive), a maximum of 196 square feet of wall signage may <br /> be provided. Approximately 50 square feet of wall signage has been proposed, well <br /> within the maximum B-3 District requirement. <br /> Lighting. As shown on the submitted site plan, two light standards are proposed along <br /> Viking Drive (to illuminate the off-street parking area). As a condition of PUD permit <br /> approval, the source of lights should be hooded and controlled so as not to illuminate <br /> the adjacent right-of-way. <br /> Appropriately, a lighting plan has also been submitted for review. According to the <br /> Ordinance, any light or combination of lights which cast light on a public street shall not <br /> exceed one (1) foot candle (meter reading) as measured from the center line of said <br /> street. The lighting plan demonstrates compliance with this standard. <br /> Stairway Connection. A shown on the submitted site plan, a stairway proposed along <br /> the east property line appears to encroach upon the abutting property to the east. To <br /> accommodate the placement of the stair, the applicants should verify acceptance of the <br /> stair location with the neighboring property owner. <br /> Grading, Drainage and Utilities. Issues related to grading, drainage and utilities <br /> should be subject to comment and recommendation by the City Engineer. Specific <br /> comment should be provided in regard to the acceptability of the proposed retaining wall <br /> along the east property line. <br /> RECOMMENDATION <br /> The proposed Subway Restaurant is generally consistent with the City's architectural <br /> guidelines. As such, our office recommends approval of the architectural review permit <br /> subject to the following conditions: <br /> 1. The following conditions be satisfied to minimize potential parking lot <br /> maneuvering conflicts: <br /> A. The southernmost parking stall be reserved (via signage) for potential <br /> vehicle turnaround maneuvers. <br /> 2. The color of the trash enclosure compliment or match the color of the principal <br /> building. <br /> 3. The proposed freestanding sign comply with applicable area and height <br /> requirements of the City's sign ordinance. <br /> 3 <br /> <br />
