MINUTES <br /> <br /> PLANNING COMMISSION <br /> JULY 8, 2010 <br /> Duray asked about the stairway connection. Politz reported that the <br /> stairway would allow people in the RJ Marco building easy access to <br /> Subway. He noted that the owners of Subway are also tenants of the RJ <br /> Marco building. Politz reported that the Subway property would also <br /> utilize a rainwater garden along Viking Drive. Therefore, there will be <br /> cross easements put in place for both the stairway and access to the rain <br /> water garden. Politz reported that he would discuss the easement <br /> agreements with his engineer to ensure that these issues are adequately <br /> addressed. <br /> Knudsen asked if the Subway would be visible from both Rice Street and <br /> Highway 36. Politz replied that it would. <br /> Knudsen asked about snow removal, noting that it appears it will be <br /> necessary to truck snow off the property. Politz reported that he would <br /> check this issue out with his engineer. It was noted that there are 29 <br /> parking spaces proposed on the site, which the Planner thought met the <br /> Code minimum requirements. Required parking cannot be used for snow <br /> storage. Everson noted that snow could not be pushed into the Viking <br /> Drive right-of way as this would create a blind spot for Traffic. <br /> Duray asked about parking lot lighting. Politz reported that there will be <br /> two light poles in the parking lot and these lights will be hooded. <br /> Barraclough asked if signage would he lit. Politz reported that the corner <br /> sign and the pylon would be lit. <br /> Barraclough asked about the Planner's comment for a turn around spot in <br /> the parking lot. The City Planner indicated that given there is one <br /> entrance into the parking lot, a turn around spot should be provided at the <br /> end of the lot. Traffic entering the lot that is unable to find a parking spot <br /> would then be able to turn around and get back out. Everson asked about <br /> on-street parking. The City Planner indicated that given the grades of the <br /> area and the curve on Viking Drive, it was unlikely that the City would <br /> support on-street parking. The Planner also indicated that the 29 parking <br /> spots proposed should be more than adequate to meet parking needs. <br /> The City Planners recommendations were reviewed, and Politz indicated <br /> that they would comply with all recommendations. signage was <br /> discussed. The Plamier indicated that the pylon could be a maximum of <br /> 16 feet high. He noted that the sign proposed is will under what is allowed <br /> by code. <br /> Everson stated that he would like to see an elevation of the site that would <br /> include a view of Viking Drive in relation to the property. He indicated <br /> that it was difficult to judge the impaot to traffic visibility with atop-down <br /> -3- <br /> <br />
