<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> JULY 14, 201.0 <br /> The City Planner reported that the Subway Restaurant is a pemlitted used <br /> in the B-3 Zoning District. The structure meets setback requirements and <br /> parking requirements are met as well. The Plamler noted that the Planning <br /> Commission's discussion was primarily with access, with the final result <br /> of that discussion recommending approval subject to the City Engineer's <br /> review and approval of the Viking Drive access. "the Planner noted that <br /> the City Engineer has reviewed the site plan and confirmed that the Viking <br /> Drive access as proposed is the best option and that two access points do <br /> not work given grade issues as well as storm water issues. The Planner <br /> noted that given the one access point there was concern about a vehicle <br /> entering the parking lot, finding it to be full and then having no easy exit <br /> point. The Planner noted that this is why he is recommending that one <br /> parking space at the end of the parking lot be designated as aturn-around <br /> space. <br /> Ryan Politz, RJ Marco, indicated that they are agreeable to designating the <br /> turn-around space. Ile noted that Subway feels that there is more than <br /> adequate parking based on their experience. The City Planner indicated <br /> that 29 parking spaces are shown on the site plan, and parking <br /> requirements are for 29 parking spaces. However, given the nature of the <br /> use, the City Planner felt it was reasonable to convert one of those parking <br /> spaces to aturn-around space. <br /> Montour asked how many seats the Subway would have. Politz was not <br /> sure and noted that in addition to the inside seating there is a small patio <br /> being provided. <br /> Blesener asked about site elevations noting that Viking Drive will be <br /> higher than the building elevation. The City Planner agreed that Viking <br /> Drive is at a 949 elevation and the building is proposed at 948. The <br /> Planner noted that the parking lot elevation slopes down from the Viking <br /> Drive entrance/exit. Drainage will flow through the property to the east <br /> and south and eventually into the rain water garden on Viking Drive at the <br /> south end of this site. Politz noted that the Code does not allow the <br /> development to dump water onto The street. The site was engineered to <br /> direct water to the south into the existing rain water garden. <br /> Blesener asked if there would be a steep drive onto Viking Drive. The <br /> Planner replied that there would not, noting that there would be a vehicle <br /> waiting lane from the parking lot that would be relatively level with <br /> Viking Drive. <br /> McGraw asked about snow removal. Politz replied that snow would be <br /> hauled off the site. The City Planner replied that that is not uncommon. <br /> 2 <br /> <br />
