f 'There shall be no storage of hazardous materials, as defined by the zoning <br /> ordinance Section 902 of this Ordinance, within any such container. <br /> 7. Outdoor storage areas must be kept in an orderly condition, permitting vehicular access <br /> to all materials or equipment. Lanes at least twenty (20) feet in width shall be required to <br /> meet this standard. No portion of the outdoor storage shall be more than fifty (50) feet <br /> from any access lane or other drive aisle, nor shall it block access to hydrants, fire <br /> sprinklers, or other fire-fighting equipment. Except for construction equipment which is <br /> stored or parked in its most compact condition, outdoor storage may not exceed eight (8) <br /> feet in height as measured from the ground on which it is located. <br /> 8.'fhe storage area shall be fenced and fully screened from adjoining non-industrial <br /> property, park and trail areas, and public right of way. Where properly fenced and <br /> screened, outdoor storage may encroach into the required side or rear yard setback area. <br /> 9. Screening shall consist of masonry walls or fencing constructed of wood or vinyl, as <br /> well as landscaping. Metal fencing may be used where landscaping provides a complete <br /> year-round screen and is irrigated to ensure survivability in compliance with Section <br /> 903.020.E (Eences)afthisOrdinance. <br /> 10. Waste or recyclable material shall be contained in a refuse container. All such <br /> containers shall be stored within a screened enclosure within the rear yard of the <br /> property. <br /> 11. The storage area shall be paved with asphalt, concrete, or other material approved by <br /> the City Council. <br /> 12. The storage area shall not occupy any space required for conformity to the parking <br /> regulations of the Zoning Ordinance. <br /> 13. The property, including buildings and exterior site areas, shall comply with all <br /> applicable fire codes. <br /> 14. All lighting shall be hooded and so directed that the light source shall aaot be visible <br /> from the public right-of way or from neighboring residential uses, and shall be in <br /> compliance with Section 903.0201 of the Zoning Ordinance. <br /> 15. All other provisions and requirements as deemed necessary by the City Council. <br /> 1 G The applicant complies with the provisions of Section 921 of the Loning Ordinance. <br /> It appears that the applicant's request will comply with most of these conditions, subject <br /> <br /> to comments from the fire marshal, with two exceptions: <br /> 1. The owner of the storage materials does not operate a business in the City. As <br /> such, the applicant's request requires that the City utilize the flexibility of the PUD <br /> district to permit a departure from the standard regulations in this case, and <br /> 2. The applicant is requesting a storage height of nine feet, based on the nature of <br /> the materials, which arrive via rail in 3 foot tall components. <br /> Apart from these two issues, the site otherwise complies with the terms of the I-1 District <br /> language. The area is surfaced with gravel at the current time. There is virtually no <br /> visibility to the area due to building placement and other natural conditions. <br /> As a companion to this application, the applicant is seeking renewal of his 200$ PUD <br /> amendment relating to the proposed additions to his existing building.
