<br /> a. Exterior coverage of the building visible from the street to the north and east (totaling <br /> about 20% of the exterior) is adequate to meet the intent of the PUD ordinance. <br /> b. Use offiber-cement siding material meets the intent of the City's building materials <br /> standards. Staff would recommend materials that are typical of industrial buildings, <br /> excluding alap-siding design. <br /> c. Parking areas will be paved and curbed according to the City's zoning requirements. <br /> d. Landscaping plans will be provided prior to occupancy that address all of the affected <br /> ground area, including the space between the sidewalk and building. <br /> e. The lower band of the building materials must be brick veneer. <br /> f. Compliance with the recommendations of the City Engineer in his report dated June 4, <br /> 2008, with the applicant working with the City Engineer on the curbing issue. <br /> g. The remainder of the building being refaced with new metal siding at the time the <br /> warehouse additions (the subject of this amendment) are constructed. <br /> Because that permit had lapsed after one year, the applicant is seeking renewal of the <br /> PUD permit with the same conditions. <br /> Summary and Recommendation <br /> The proposed outdoor storage on this site meets the various requirements for the City's <br /> regulation of outdoor storage, generally, with the two exceptions noted (storage is <br /> owned by a business not located in Little Canada, and the storage would be 9 feet high, <br /> rather than the typical maximum of 8 feet). The height of the storage does not impact <br /> the performance standards typically applied to this use, as the storage site is not visible <br /> from any street or other area. <br /> The off-site storage allowance was created to accommodate some "overflow" storage of <br /> other local businesses after the City set up its more detailed zoning requirements for <br /> outdoor storage generally. The introduction of a "non-resident" business for storage <br /> would be a policy departure from the original allowances created by the ordinance. On <br /> the other hand, this zoning district is PUD, rather than I-1, giving the City a wide amount <br /> of discretion in determining the best land use for the area. Moreover, with the <br /> temporary nature of the Interim Use Permit process, the City has some control of the <br /> duration of the activity. <br /> If the proposal is to be considered for approval, the applicant will be required to enter <br /> into an agreement that establishes a fixed termination date for the IUP.
