<br /> MTNUTI?S <br /> <br /> i'LANNING COMMISSION <br /> JULY I5, 2010 <br /> Duray asked the implications of Drywall Supply taking ownership of some <br /> of this product. The City Planner replied thaC if Drywall Supply owned <br /> some of these materials, the outdoor storage would he a part of his own <br /> bLiSllleSS. <br /> Knudsen noted the two pointed outlined by the City Planter. The first was <br /> the height of the outdoor storage. Knudsen stated that given how well the <br /> area is screened, he did not have a problem with the height being slightly <br /> more than 8 feet. The second issue is outdoor storage foz• anon-resident <br /> user. Knudsen pointed out that the City discourages property owners from <br /> renting outdoor storage space to non-building occupants. Given this is a <br /> PUD District, however, provides the City with some flexibility. Knudsen <br /> stated that he was torn on this issue, and noted the amount of time that the <br /> City has given to refining its outdoor storage regulations to limit this <br /> storage. Knudsen again noted that the City can allow it in the PUD <br /> District, but suggested that that does not mean it should. Knudsen also <br /> pointed out that in terms of cooperating with a business that is trying to <br /> survive, the City needs to bend. He again noted that he is torn on this <br /> issue, and that there are a number of things working in favor of the <br /> property owner that would merit consideration of granting his request. <br /> Duray stated that a difficult decision is easier when working with a <br /> business that has tremendously improved a site and has worked with the <br /> City for several years. Duray noted that Mr. Johnson has indicated that his <br /> Drywall Supply business is 60% to 70% down. Duray felt an exception <br /> should be made to help out the bushtess owner. Knudsen pointed out that <br /> in terms of outdoor storage, this is very clean outdoor storage. <br /> Pechznann noted that the Councit changed the maximum length of time for <br /> interim use pexznits to five years, and noted that A4r. Johnson is zequesting <br /> a four year permit given lte will have a four yeaz• lease with this renter. <br /> Peclunami stated that he supported the PUD Permit for the reasons <br /> discussed, and suggested that the permit be limited to fouz• years. <br /> Pechmann stated that his only concern was in setting a precedent. <br /> Ktzudsen suggested that this would not be a tecluiical precedent, but <br /> suggested it znay be a moral one. hIe noted that in granting this permit to <br /> Jolurson on property that is zoned PUD, the City is asking I-1 property <br /> owners to live by a differenC set of rules. <br /> Everson noted that his reasoning for asking about ownership and insurance <br /> was to determine if 7ohnson would have any ownership ties to this <br /> product. Everson felt this would avoid the issues of concern with <br /> precedent and Fairness for the I-1 properties. Johnson stated that it is his <br /> intention to take ownership of a certain amowrt of the product, but he <br /> 17 <br /> <br />
