Individual accounts shall be established for sprinkler and irrigation <br /> systeaus and water meters must be installed ou such services. <br /> (I') Rates due and payable by each water user located beyond the territorial <br /> boundaries of the City shall be determined by special contract. <br /> (G) Statements for water and water service charges for the preceding quarterly period <br /> shall be mailed to each customer on or around the 75°i day of January, April, <br /> July, and October of each year. Any account which remains unpaid thirty (30) or <br /> more days after the bill is mailed is a delinquent account. A penalty in-the <br /> arnA~•~~'~erc^^~ ^"n~^~~aid-ba{anee as sei lbrth by City Council <br /> resolution shall be added to each delinquent account. Any pre-payment or <br /> overpayment of charges may be retained by the City and applied on subsequent <br /> quarterly statements. <br /> (I-I) Once annually, or as deemed necessaty by the City Administratoit notice shall be <br /> provided to ak} account holders arzd owners with a delinquenC balance notifying <br /> them of the delinquency. If the delinquent accounts remain unpaid after the date <br /> specified on the notice, an administrative charge as established by City Council <br /> resolution shall be assessed on these delinquent accounts, and Chis fee along with <br /> the delinquent water ^~,d-~t~serv~e-Eha~ges utility._charges, including <br /> penalties, shall be certified by the City Council to the Ramsey County <br /> Department of Property Taxes fvr collection with taxes due against said <br /> premises. <br /> (I) At the sole discretion oP the City, water service provided to a property where a <br /> delinquent account is present may be terminated. In such case, the City shall <br /> send a written notice to the account holder giving them seven (7) days w pay the <br /> account in Rdl. Water service shall be terminated without further notice if the <br /> delinquent account is not paid in full within the period of time specified in the <br /> notice. Additionally, a turn offlon fee as indicated in 1601.210.(3) shall be <br /> added to the amowit due and iitll payment of the delinquent amount, including <br /> penalties, and the turn off/on fees shall be required before water service is <br /> reswned. Property owners requesting that their tenant's water service be turned <br /> off due to a delinquent account shall send a written request to the City. Upon <br /> receiving t:he written request, the City, at their sole discretion, may terminate the <br /> water service following the same procedures as above. <br /> WATER METERS AND I-II'DRAN'I'S <br /> 1601.&00. WATER METERS. Except for extinguishment of fires, nn person, except <br /> <br /> authorized City employees, shall use water from the water system or permit water to be drawn <br /> therefrom, unless the same be metered by passing through a meter supplied or approved by the <br /> City. No person not authorized by the Public Works Director shall connect, disconnect, take <br /> 1601-10 <br /> 11 <br /> <br />
