MINUTES CITY COUNCIL SEPTEBER 24, 2025 CONSENT AGENDA Gutierrez introduced the following resolution and moved its adoption: RESOLUTIONNO. 2025-9-148 -APPROVING THE CONSENTAGENDA WHICH CONTAINS THE FOLLOWING. - Approval of the Vouchers Approve Country Drive Sidewalk Proposal The foregoing resolution was duly seconded by Miller. Ayes (5). Nays (0). Resolution declared adopted. STAFF REPORTS GRANT APPLICATION FOR LOCAL ROAD IMPROVEMENT PROGRAM FUNDS FOR LABORE ROAD The City Administrator explained that the Council is asked to consider authorizing an application to the Local Road Improvement Program for the Labore Road improvement project. He stated that the section of Labore Road is currently scheduled as a 2033 project, and residents have requested a section of trail along the road. He provided additional information on the corridor study that was completed, which identified potential grant. opportunities. He presented additional information on the grant program and recommended approval as presented. He explained that if the grant funds were awarded, the project would be moved to 2028. He stated that it is requested that Bolton & Menk assist with the grant application, which would have a cost of $3,000, and provided additional information on the League of Minnesota Cities grant the City will apply for to assist with those costs. Miller asked where he could find the corridor study. The City Administrator replied that the information is available on the website and staff are working to make that information more accessible. Kwapick recognized that this is a needed improvement for the road. He stated that some residents were concerned with potential impacts on residential properties and asked staff for more information on the footprint of the project. The City Administrator replied that the plan is to stay within the existing right-of-way, which would look similar to Twin Lakes Boulevard. Malone asked which side of the road the trail would be on. The City Administrator replied that it would be planned for the north side of the roadway, as the south side posed significantly more challenges. Gutierrez recognized that the narrower road will also help to slow the speed of traffic on the roadway. Mayor Fischer recognized that they had discussed this extensively a few years ago and was glad to see it come back with a funding opportunity. Malone asked when the city would be made aware if the grant is awarded. The City Administrator believed that cities would be made aware of whether they would receive the grant in February. 3
