MINUTES <br />CITY COUNCIL <br />SEPTEBER 24, 2025 <br />CONSENT AGENDA <br />Gutierrez introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-9-148 -APPROVING THE CONSENTAGENDA WHICH <br />CONTAINS THE FOLLOWING. - <br />Approval of the Vouchers <br />Approve Country Drive Sidewalk Proposal <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />STAFF REPORTS <br />GRANT APPLICATION FOR LOCAL ROAD IMPROVEMENT PROGRAM FUNDS FOR <br />LABORE ROAD <br />The City Administrator explained that the Council is asked to consider authorizing an application to <br />the Local Road Improvement Program for the Labore Road improvement project. He stated that the <br />section of Labore Road is currently scheduled as a 2033 project, and residents have requested a section <br />of trail along the road. He provided additional information on the corridor study that was completed, <br />which identified potential grant. opportunities. He presented additional information on the grant <br />program and recommended approval as presented. He explained that if the grant funds were awarded, <br />the project would be moved to 2028. He stated that it is requested that Bolton & Menk assist with the <br />grant application, which would have a cost of $3,000, and provided additional information on the <br />League of Minnesota Cities grant the City will apply for to assist with those costs. <br />Miller asked where he could find the corridor study. The City Administrator replied that the <br />information is available on the website and staff are working to make that information more accessible. <br />Kwapick recognized that this is a needed improvement for the road. He stated that some residents <br />were concerned with potential impacts on residential properties and asked staff for more information <br />on the footprint of the project. The City Administrator replied that the plan is to stay within the <br />existing right-of-way, which would look similar to Twin Lakes Boulevard. <br />Malone asked which side of the road the trail would be on. The City Administrator replied that it <br />would be planned for the north side of the roadway, as the south side posed significantly more <br />challenges. <br />Gutierrez recognized that the narrower road will also help to slow the speed of traffic on the roadway. <br />Mayor Fischer recognized that they had discussed this extensively a few years ago and was glad to see <br />it come back with a funding opportunity. <br />Malone asked when the city would be made aware if the grant is awarded. The City Administrator <br />believed that cities would be made aware of whether they would receive the grant in February. <br />3 <br />
