/- 12lW <br />CITY COUNCIL <br />SEPTEMBER 24, 2025 <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2 025-9-149 —AUTHORIZING SUBMISSION OF AN APPLICA TION <br />TO THE 2025 LOCAL ROAD IMPROVEMENT PROGRAM FOR THE LABORE ROAD <br />lur 9,11CUS901, <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ADOPT 10% CHARITABLE GAMBLING USE OF FUNDS POLICY <br />The City Administrator stated that the Council is asked to consider a finance policy related to the use <br />of charitable gambling funds. He stated that the draft policy has been included in the Council packet <br />and noted that this fund would be classified as a capital fund, which would be reviewed and approved <br />by the City Council on an annual basis. <br />Mayor Fischer asked why this would be a capital fund. The City Administrator replied that <br />historically, the majority of funds have been spent on capital projects. <br />Miller stated that State statute dictates how the funds can be spent, and this policy provides additional <br />guidelines as they move forward. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-9-150 — TO ADOPT AND INCORPORA TE THE 10 <br />CHARITABLE GAMBLING USE OF FUNDS POLICYAS PART OF THE EXISTING <br />FINANCE POLICY UNDER SECTION 7 <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />APPROVE COMMUNITY SUPPORT PROGRAM <br />The Assistant City Administrator explained that the Council is asked to consider approving a <br />community support program utilizing the 10% fund to begin in January of 2026. She provided <br />additional background information and details on revenues and expenses, as well as details of the <br />proposed community support program, recommending approval as presented. <br />Malone commented that she is excited to embark on more community connections and asked for <br />information on how organizations can join the email list. She recognized that the program is first - <br />come, first -served and encouraged organizations to continue to apply even if they believe the funds <br />will have already been used, as that will help to determine the need. <br />The Assistant City Administrator replied that organizations can simply request to be added to the list. <br />She provided additional information on the application and wait list process. <br />Mayor Fischer stated that the first -come, first -served approach may make it challenging for some, but <br />if they have applications on file, that will provide the city with additional information and <br />opportunities to partner outside of the program as well. <br />2 <br />
