MINUTES <br />CITY COUNCIL <br />OCTOBER 8, 2025 <br />• Authorize Submission of Application for League of Minnesota Cities Grant Navigator <br />Program <br />• Approve Submission of 2026 SCORE Grant Application to Ramsey County <br />• Approve 2026 Addendum to Recording Secretary Service Agreement with TimeSaver <br />Off Site Secretarial <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />NEW LIQUOR LICENSE FOR JOSE RODRIGUEZ-ALVARES, EL PARIAN RESTAURANT <br />AT 2900 RICE STREET, SUITE 310 <br />The City Clerk stated that there is a new restaurant coming into the space vacated by another <br />restaurant. She stated that the restaurant has applied for on -sale intoxicating and Sunday sales liquor <br />licenses. The owner has locations open in other communities, and staff recommends approval as <br />presented. <br />Luis Caire, representing the applicant, provided information on the system the business will use to <br />check identification for patrons. He stated that the restaurant has great food, and more information can <br />be found on the business website. <br />Malone asked if the business does off -site catering. Mr. Caire replied that they will take online orders, <br />but they do not offer catering. <br />Miller asked if the license could serve alcohol past 10 p.m. The City Clerk replied that restaurants <br />could be open and serve alcohol until 1 a.m. <br />Kwapick introduced the following resolution and moved its adoption: <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Resolution declared adopted. <br />CONSIDER NO PARKING ON COSTA LANE <br />The Public Works Director stated that in early July, a number of vehicles began to park on both sides <br />of Costa Lane during both day and night. He stated that the city began to receive a number of calls and <br />in -person visits with complaints related to the safety of children, vehicles not moving at all, and trash <br />service not being able to be collected. He provided input on the information learned from discussions <br />with the apartment building that led to the parking issue. He noted a similar situation that occurred on <br />
