MINUTES OF THE REGULAR MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA OCTOBER 22, 2025 Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, Minnesota, was convened on the 22nd day of October 2025 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Acting Mayor Dave Miller called the meeting to order at 7:30 p.m., and the following members of the City Council were present at roll call: CITY COUNCIL: Acting Mayor Miller, Council Members Malone, Kwapick, and Gutierrez. Absent: Mayor Fischer. ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura Linehan, City Engineer Eric Seaburg, and City Clerk/HR Manager Heidi Heller. APPROVAL OF MINUTES Kwapick introduced the following resolution and moved its adoption: RESOL UTION NO. 2025-10-162 — APPROVING THE MINUTES OF THE 0CTOBER 8, 2025, CLOSED SESSIONAND THE OCTOBER 8, 2025, REGULAR MEETINGS AS SUBMITTED The foregoing resolution was duly seconded by Gutierrez. Ayes (4). Nays (0). Resolution declared adopted. ANNOUNCEMENTS The Assistant City Administrator provided information on a new event, All Treats, No Tricks, on Friday, October 31'. She stated that commissioner applications are open for both the Parks and Recreation and Planning Commissions, and more information can be found on the city website. PUBLIC COMMENT None. CONSENT AGENDA Gutierrez introduced the following resolution and moved its adoption: RESOLUTIONNO. 2025-10-163 —APPROVING THE CONSENT AGENDA WHICH CONTAINS THE FOLLOWING. - Approval of the Vouchers • Approve Certification of Unpaid Utility Bills, False Alarm Fees, and Administrative Fines to 2026 Payable Property Taxes • Approve Purchase of Toolcat • Accept Yd Quarter 2025 Financial Report • Approve Temporary Liquor License and Exempt Gambling Permit for St. John's Church on November 23, 2025 • Accept League of Minnesota Cities Grant Navigator Funding, Resolution 2025-10-164
