MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 2025 <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />STAFF REPORTS <br />NEW ON -SALE INTOXICATING AND SUNDAY SALES LIQUOR LICENSES FOR ALEX <br />CHANG, TREASURE BAR AND RESTAURANT AT 2900 RICE STREET, SUITE 360 <br />The City Clerk presented a request for new on -sale intoxicating and Sunday sales liquor licenses from <br />Mr. Alex Chang for the new Treasure Bar and Restaurant. She stated that two months ago, the Council <br />approved adding another license to the City Code in anticipation of this new restaurant. She reviewed <br />the items that have been completed in the process and the items that remain in order to complete the <br />process. Staff recommend approval as presented, contingent upon the remaining items being <br />completed with the license to be valid November 1, 2025, through June 30, 2026. <br />Alex Chang introduced himself and stated that he will be opening a restaurant and bar at the proposed <br />location and looks forward to serving the community and following all City requirements. He stated <br />that this would be a restaurant and bar with a small private room to rent for small events. <br />Malone welcomed Mr. Chang to Little Canada and was excited for the grand opening. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-10-165 —APPROVING NEW ON -SALE AND SUNDAYSALE <br />LIQUOR LICENSES FOR ALEX CHANG, OWNER OF TREASURE BAR AND <br />RESTA URANT, A T 2900 RICE STREET, SUITE 360, SUBJECT TO SA TISFA CTOR Y <br />SUBMISSION OF ALL REQUIRED DOCUMENTS AND FIRE INSPECTION <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (4). Resolution declared adopted. <br />ACCEPT FEASIBILITY REPORT AND CALL FOR AN IMPROVEMENT HEARING FOR <br />THE 2026 COUNTRY DRIVE IMPROVEMENTS <br />The City Engineer stated that the Council is being asked to accept the Feasibility Report for the road <br />improvement project for 2026 for Country Drive, and call for an improvement hearing for the project. <br />He stated that this presentation would be shorter, with the intent for the presentation at the December <br />hearing to be more in-depth. He reviewed the proposed project area, street improvements, utility <br />improvements, sidewalk, project funding, costs, and financing, and anticipated project timeline. <br />Kwapick asked about the number of properties located within the project area. The City Engineer <br />replied that there are five City -owned parcels and six privately owned parcels. Kwapick asked if the <br />assessment would be done based on the number of parcels or the frontage. The City Engineer replied <br />that the assessment would be based on the frontage. <br />Kwapick asked if the city -owned properties would be included in the assessment. The City Engineer <br />confirmed that the city's frontage would be included in the assessment to ensure that the other <br />properties are not responsible for the frontage of the city.
