Given the short timefiame with this <br /> application, information has been coming in over the course of a couple of <br /> weeks. The Planner noted that the application materials still require some <br /> fine-tuning. Ile noted that the City Engineer has not seen storm water <br /> calculations and, as such, has not prepared a final recommendation. The <br /> Planner reported that if 20,000 square foot of disturbance occurs, a storm <br /> water permit will be required from the City. One acre of disturbance <br /> would trigger the requirement for a permit from the Watershed. <br /> Blesener pointed out the proposal for a cold storage shed on the site, and <br /> asked if that shed would be held to current code standards. The City <br /> Planner replied that it would. He noted that at the Planning Commission <br /> meeting the applicant indicated that they would like to operate the site for <br /> a period of time before proceeding with the cold storage shed. That shed <br /> would be used to store their larger equipment indoors. It was noted that <br /> the applicant is only seeking a conceptual approval for the cold storage <br /> shed at this time. <br /> Keis asked if parking requirements are met. The Planner noted that <br /> parking requirements are based nn the use of the building. He noted that <br /> the business has many more vehicles than a typical business for a building <br /> of this size. Once there is a clearer understanding of the business <br /> operations, the parking requirements can be finalized. Keis asked about <br /> the outdoor storage of the company's utility vehicles, bucket trucks, plow <br /> and tow hocks and cube vans. The City Planner indicated that this could <br /> be allowed under the PUI~. McGraw asked how many pa~•king spaces <br /> could be utilized on a daily basis. The Planner recalled that there would <br /> be about 20 to 30 spaces occupied. <br /> Blesener asked if this use fit within Comp Plan guidelines. The City <br /> Plamrer indicated that the Comp Plan identifies the area for <br /> redevelopment, potentially as a commercial site with limited light <br /> industrial. Blesener noted that this is the City's top redevelopment area <br /> and the PreWire proposal is right in the middle of the area. <br /> The City Administrator reported that the submissions from PreWire were <br /> not sufficient enough for the City Engineer to complete drainage <br /> calculations. Additional information is needed to determine what <br /> requirements are triggered relative to storm water management. <br /> Jim Haugdahl, owner of PreWire Specialists, appeared before the Council <br /> and gave a presentation detailing the history, ownership, staffing, fleet <br /> size, safety programs, and community efforts of the company. <br /> 12 <br /> <br />
