MINUTES

CITY COUNCIL

AUGUST 25, 2010
Blesener pointed out that the area within which PreWire wants to locate is
the City's top redevelopment area. Blesener stated that he can see where
PreWire would fit into the area, but was not sure once the area redevelops.
Blesener stated that before he could support the PreWire proposal, he
would want an agreement with PreWire that they would be willing
participants in any redevelopment of the area.
Haugdahl stated that he offered full price for the property and are excited
to be there. Haugdahl stated that they may be willing to participate in the
redevelopment should the City pay them twice what they did for the
property.
Blesener noted that this was a difficult situation. He pointed out that the
condition of some of the adjacent properties is poor and some are
landlocked. The area is in need of redevelopment.
Russ Dibb, PreWire, asked what the City's redevelopment plan was. Keis
replied that the City does not have one at this point.
Blesener pointed out that PreWire customers do not need to find the
company given the nature of the business. PreWire needs a location that
they can run their business from. Blesener suggested that if the area
redevelops, perhaps the PreWire business could be located within the
redevelopment area either closer to the railroad tracks or in the northeast
corner of the site. This would require a second move. Blesener noted that
redevelopment of the area is dependent on the condition of the economy.
Keis commended PreWire for the information packet on their company.
He indicated that his concern, however, was whether or not the site was
large enough for this business. He also expressed concern with traffic in
and out of the site and parking congestion when there are company safety
meetings, for example, and all employees must report to the site at one
time. Keis also noted that PreWire can designate the access points asone-
way in and out, but other property owners that utilize those drives would
not be required to comply. Keis stated that he was concerned about access
to the site as well as the amount of parking.
Haugdahl reported that they have put a lot of thought into the site and how
it will work for them. He noted that the company is very concerned with
safety. He indicated that while the company does have 72 employees,
they do not all work 7 days per week, and they do not all report in at the
same time. With regard to mandatory safety meetings, Haugdahl indicated
that they stagger attendance of employees at safety meetings, and do not
have all employees attend at the same time. Haugdahl reported that this
site has twice as much room as their current location. He further noted
13
