<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> SEPTEMBER 8, 2010 <br /> size of the site, and the Watershed has determined that the area of <br /> disturbance is less than an acre; therefore, Watershed standards will not <br /> have to be met. However, the site is still subject to the City's <br /> requirements which call for treatment of the first 1/2 inch of rain. The <br /> Watershed standards would call for treatment of the first inch of rain. <br /> Blesener noted that the City Planner has reviewed the landscaping plan, <br /> site improvements, and building rehabilitation and found them acceptable. <br /> The Planner indicated that any future building construction should comply <br /> with the city's building materials regulations and architectural guidelines. <br /> The City Administrator reported that as a result of the Planner's report, <br /> staff is recommending that there be no concept approval given for the cold <br /> storage building as it would not meet the City's architectural guidelines. <br /> Blesener noted the City Engineer recommendation that some financial <br /> guarantee to ensure compliance with staff recommendations. 'fhe City <br /> Administrator agreed with this recommendation. He also noted the need <br /> for verification of the access easements from Rice Street to this site. <br /> Jim Haugdahl, owner of PreWire Specialists, noted that the development <br /> agreement requires total compliance within six months. Given the time of <br /> the year, Haugdahl expressed concern that compliance with landscaping <br /> requirements, etc. could be achieved within six months. The Council was <br /> agreeable to extending the six month time limit, and the City <br /> Administrator indicated that he would modify the development agreement <br /> to include a June or July, 2011 timefiame for compliance. <br /> There was no one else present wishing to comment on this matter. <br /> Upon motion by Boss, seconded by McCnaw, the public hearing was <br /> closed. <br /> Mr. Montour introduced the following resolution and moved its adoption: <br /> RESOL UTION NO. 2010-9-206 -APPROVING A PUD PERMIT TO <br /> ALLOW A TECHNOLOGY SERVICE CONTRACTOR AT 2948 RICE <br /> STREET, PREWIRE SPECIALISTS, SUBJECT TO COMPLIANCE <br /> WITH THE RECOMMENDATIONS OF THE CITY PLANNER AND <br /> THE CITY ENGINEER, SUBJECT TO PREWIRE ENTERING INTO <br /> A DEVELOPMENT AGREEMENT WITH THE CITYAS PROPOSED <br /> BY THE CITYADMINISTRATOR WITH THE MODIFICATIONS <br /> DISCUSSED INCLUDINGA COMPLETIONDATE FOR <br /> IMPROVEMENTS OF EITHER JUNE OR JULY OF 2011, SUBJECT <br /> TO PREWIRE PROVIDING THE APPROPRIATE FINANCIAL <br /> SECURITY TO ENSURE SITE IMPROVEMENTS, AND WITH THE <br /> 3 <br /> <br />
