Resolution declared adopted. <br /> STOP SIGN AT Blesener reported that the City has received a request from a LaBore Road <br /> LABORS property owner for the installation of stop signs at LaBore Road and <br /> ROAD & Arcade Street. Blesener noted that there recently was a fatal accident on <br /> ARCADE LaBore Road. He pointed out that the City requested that the Ramsey <br /> STREET County Sheriffs Department conduct a speed study of this area, and the <br /> Department is present this evening to discuss their findings. <br /> Deputies Tim Entner and Scott Nelson appeared before the Council. <br /> Entner reported that a traffic counting tube system was put in place on <br /> LaBore Road for a two week period to determine both traffic counts and <br /> speed. The results show that there are 2,000 cars per day Monday's <br /> through Fridays and 1,700 per day on Saturdays and Sundays traveling <br /> haBore Road. The system also shows that about 2% of these vehicles are <br /> exceeding the speed limit by over 10 miles per hour. <br /> Entner reported that the Sheriff s Deparnnent has worked the LaBore <br /> Road area heavily over the years. He noted that speeds have drastically <br /> dropped off over the years. The City Administrator reported that studies <br /> done in 2004 show that 9.1 % of traffic was exceeding the speed limit by <br /> over 10 miles per hour, in 2005 3.03% was exceeding by 10+ mph, and <br /> the 2010 study showed 2.4%. Entner reported that traffic complaints on <br /> LaBore Road are generally more about noise and difficulty in crossing the <br /> street to access a mailbox than about traffic speed. <br /> Blesener asked if the amount of traffic at the LaBore Road/Arcade Street <br /> intersection was high enough to warrant installation of a stop sign. Entner <br /> indicated that there is limited traffic on Arcade Street. I Ie also stated that <br /> traffic speeds are not an issue. Entner questioned the installation of stop <br /> signs at that intersection indicating that those signs would create problems <br /> with vehicles rolling through the intersection, noise, and a false sense of <br /> security. <br /> Blesener noted that the research materials provided by City staff indicate <br /> that using stop signs to decrease traffic speeds can result in drivers <br /> speeding up to try to make up the time used in stopping for the sign. <br /> 4 <br /> <br />
