Sanders stated he did not think the timing was right for that suggestion. Sanders <br /> did comment that St. Jude's is a supporter of the trail for the health standpoint. The <br /> Shoreview Green Group asked that their group be included on meetings as they are <br /> advocates for the trail also. <br /> GRAFFITI ORDINANCE <br /> Morelan asked if the commissioners had any suggestions for changes on the draft of a <br /> proposed graffiti ordina~ice modeled after the City of St. Cloud that was given at the last <br /> meeting. Fahey stated she thought the ordinance looked good but asked how the ordinance <br /> would be policed from the city staff. Morelan thought between the Park Director, the Code <br /> Enforcement Officer and the City Administrator that it would be enforced. Steinwall also <br /> suggested the residents contact city hall if they notice any graffiti. <br /> Fahey said she noticed some graffiti at the Marketplace Mall on the outside of the building. <br /> Morelan commented that one of the purposes of having the ordinance in force was to have <br /> business owners and residents act on the removal of the graffiti in a timely manner. <br /> Maida asked if there were any known gangs in Little Canada who were making graffitti <br /> marks on property designating their territory. Morelan stated that pictures are taken of all <br /> graffiti on city property and sent to the Ramsey County Sheriff. Maida asked if that <br /> procedure could be inserted into the graffiti ordinance. <br /> Morelan stated he would take the draft, along with the enforcement addition, and meet with <br /> the City Administrator to complete the ordinance. It would then be looked at by the city <br /> attorney and given to the city council for approval. <br /> Maida made a motion to accept the draft of the graffiti ordinance with the additions of how it <br /> will be enforced and that pictures be sent to Ramsey County if suspected to be gang related, <br /> rewritten by Morelan and the City Administrator acrd given to the City Attorney for <br /> approval. Once approved, the Parks Commission would recommend it then be given to the <br /> City Council for adoption. Steinwall seconded the motion, motion can•ied unanimously. <br /> OTHER Morelan reported last May he made application with Ramsey County for a grant for <br /> obtaining ten recycling containers to be used at our park facilities. Six of these recycling <br /> containers are made of concrete and four ar•e heavy plastic. These will be emptied by our <br /> park staff employees on a regular basis into a recycling dumpster. Morelan commented that <br /> the dumpsters would probably be secured in the future to prevent non-city recycling items <br /> from being dumped into the dumpsters. <br /> UniRoyal "fire Company has a national program, Morelan explained, where coupons are <br /> being given to children who participate in soccer programs. They are working with Norm's <br /> Tire in Little Canada who will redeem the coupon for the free soccer ball, along with <br /> Page 2 of 3 <br /> <br />
