<br /> MINUTES <br /> CITY COUNCIL <br /> SEPTEMBER 20, 2010 <br /> DECLARING COSTS BASED ON REVISED NUMBERS <br /> SUBMITTED BY THE CITY ENGINEER FOR 2010 <br /> IMPROVEMENTS <br /> The foregoing resolution was duly seconded by Blesener. <br /> Ayes (5). <br /> Nays (0). Resolution declared adopted. <br /> RESTRICTING The City Administrator presented a proposed ordinance which would <br /> THE FEEDING restrict the feeding of wildlife. He noted that he amended it slightly from <br /> OF WILDLIFE what was reviewed at the last Council meeting to clarify that no feeding of <br /> wildlife would be allowed on public property. The Administrator also <br /> noted the discussion relative to the volume of feed that would be allowed <br /> for songbird feeding. He indicated that the ordinance places the aggregate <br /> maximum limit at one cubic foot of material at a height of not less than six <br /> feet off the ground. <br /> Blesener asked if the placing of a salt block would be allowed. The City <br /> Adminish~ator indicated that the intention is that a salt block would not be <br /> permitted. He indicated that he would clarify the ordinance language <br /> relative to salt blocks. <br /> There was discussion about people feeding wildlife by placing feed <br /> directly on the ground. The Administrator indicated that the intention is to <br /> eliminate this practice and limit wildlife feeding to that of songbirds via <br /> bird feeders, but noted that the question is what the City wants to <br /> accomplish with this ordinance. Montour stated that it was his <br /> understanding that the intention was to restrict the feeding of wildlife, <br /> other than songbirds. <br /> The City Administrator suggested that he reword the ordinance to address <br /> the Council's discussion this evening. He suggested that modifying the <br /> quantity limitation may be the only change needed. The Administrator <br /> indicated that he would bring the ordinance bank to the Council for <br /> review. <br /> METRO "the City Administrator presented a proposed Agreement with the Metro <br /> BOWHUNTERS Bowhunters Recourse Base (MBRB) for deer population reduction as well <br /> RESOURCE as a Scope of Services, Deer Hunt Rules, and map depicting the hunt <br /> BASE areas. The Administrator indicated that the Agreement is similar to the <br /> CONTRACT one that was in place last year. The number of hunt sites has been <br /> expanded to include the St. John's Cemetery property, the Heinel <br /> 11 <br /> <br />
