<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> SEPTEMBER 20, 2010 <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2010-9-223 -APPROVING THE CONDITIONAL <br /> USE PERMIT FOR MOTOR VEHICLES SALES LOT AND THE <br /> CONDITIONAL USE PERMIT FOR OPENAND OUTDOOR <br /> STORAGE AS REQUESTED BY ETCH A UTO SALES FOR <br /> PROPERTY LOCATED AT 3150 SPRUCE STREET SUBJECT TO <br /> COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY <br /> PLANNER AS O UTLINED IN HIS REPORT DATED SEPTEMBER 2, <br /> 2010 <br /> The foregoing resolution was duly seconded by McGraw. <br /> Ayes (5). <br /> Nays (0). Resolution declared adopted. <br /> AMENll CUP - Blesener opened the Public Hearing to consider the request of Dave holm, <br /> 53 WOODLYNN - Holm Commercial Properties for an Amendment to Conditional Use <br /> DAVE HOLM Permit to allow outdoor storage up to the maximum allowed by Code on <br /> his property located at 53 Woodlynn Avenue. It was noted that the <br /> Planning Commission recommended approval of the CUP subject to <br /> compliance with the recommendations outlined in the Code Enforcement <br /> Officer's report dated September 1, 2010. <br /> The City Planner reported that the initial Conditional Use Permit for <br /> outdoor storage at 53 Woodlynn Avenue was limited, and Mr. Holm is <br /> requesting an expansion up to the maximum outdoor storage area allowed <br /> under the Code. The Planner noted that the ordinance maximum is 60% of <br /> the property, but in this case much less given the building takes up a <br /> significant amount of the site. The Code Enforcement Officer has <br /> reviewed the request and finds it to be in order subject to the applicant <br /> submitting an updated site plan that shows screening of the outdoor <br /> storage area. <br /> Blesener questioned the ability to screen semi-hailer parking. The City <br /> Planner did not feel that screening would be an issue, and felt the site was <br /> in compliance. Blesener suggested that if the storage changes from semi- <br /> trailers to something else that could be screened, that additional screening <br /> be required at that time. "The City Planner agreed that any time the site is <br /> not in compliance, additional screening would have to be added. City staff <br /> would monitor the situation. <br /> Dave Holm noted that the elevation of the road is higher than the property, <br /> therefore, it is a difficult property to screen. He indicated, however, that <br /> he would provide screening as needed. <br /> 5 <br /> <br />
