MINUTES OF THE WORKSHOP MEETING <br /> CITY COUNCIL <br /> LITTLE CANADA, MINNESOTA <br /> SEPTEMBER 20, 2010 <br /> Pursuant to due call and notice thereof a workshop meeting of the City <br /> Council of Little Canada, Minnesota was convened on the 20th day of <br /> September, 2010 in the Council Chambers of the City Center located at <br /> 515 Little Canada Road in said City. <br /> Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br /> following members of the City Com~cil were present at roll call: <br /> CITY COUNCIL: Mayor Mr. Bill Blesener <br /> Council Member Ms. Shelly Boss <br /> Council Member Mr. John Keis <br /> Council Member Mr. Mike McGraw <br /> Council Member Mr. Rick Montour <br /> ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br /> City Attorney Mr. 'T'revor Oliver <br /> City Planner Mr. Steve Grittman <br /> City Clerk Ms. Kathy Glanzer <br /> <br /> INFORMATION The City Administrator reported that a property owner has <br /> <br /> UPDATE requested that the City remove a large, dead cottonwood tree <br /> that is on unimproved City right-of--way. He indicated that <br /> <br /> TREE while it is the City's responsibility to remove the tree, the cost <br /> REMOVAL of removal could be assessed against the abutting properties. Given the <br /> ON NON- cost involved and that other trees still exist, he wanted the Council's input <br /> IMPROVED before proceeding. <br /> RIGHT-OF- <br /> WAY The Administrator reported that he checked with a couple of <br /> other cities and found that Roseville pays this cost in full while <br /> the White Bear Lake pays half the cost and assesses the other. The <br /> Administrator noted that at the time that unimproved right-of=-way is <br /> improved as part of a development project, the developer would be <br /> responsible for tree removal costs. In this particular situation there is <br /> concern that the dead tree could fall and damage adjacent homes. <br /> The Council discussed this situation, and the consensus was for the City to <br /> remove this tree at its cost. The Council directed the Administrator to <br /> have the tree removed. They also directed him to put together a policy for <br /> Council review that would call for tree removal at the City's cost on <br /> improved right-of--way only. <br /> <br />
